86 <br /> <br />Public Hearing re: <br />Reopening streets <br />downtown which cross <br />the Mall <br /> <br />Appointment re: <br />Informat ion a~d <br />Referral Board <br /> <br />Staff Report re: <br />Bus Service to Pen <br />Park <br /> <br />Appropriation re: <br />$3,000 - Second Street <br />Gallery - DEFEATED <br /> <br />a decision be made on the~use of~'these'~funds by <br /> <br />April 12, 1976. <br /> <br /> A public hearing was also held on this date on a <br />proposal to close Third, Fourth and Fifth Streets to <br />through traffic across The Mall. Letters were presented <br />from a large majority of the businesses along Main <br />Street requesting that these streets be closed to <br />through traffic. A number of people representing both <br />businesses downtown and shoppers addressed the Council <br />in opposition to allowing traffi~ across the Mall. <br />Representatives of some of the businesses at Fourth and <br />Main street addressed the Council in opposition to <br />closing Fourth Street. They 'sited problems with <br />deliveries and also trash collection. The City Manager <br />stated that most of the service and delivery problems <br />can be solved, but some of them can not be solved. He <br />also stated that the trash collection problem could be <br />solved. A motion by Mrs. Rinehart, seconded by Mr. Fife <br />that action on this matter be deferred until April 12, <br />1976 and the City Manager be requested to present some <br />solutions to some of the problems, was adopted by the <br />following vote. Ayes: Mr. Barbour, Mr. Fife and <br /> <br /> Mrs. Rinehart. Noes: Mr. Gilliam and Mr. Van Yahres. <br /> <br /> ~on motion b~ Mrs. Rinehart, Mrs. Nora Beavers was <br /> <br /> appointed to the Information and Referral Board, by <br /> unanimous vote. <br /> <br /> A staff report was presented showing the possibility <br /> of running a bus line to Pen Park in the summer of 1976. <br /> The report stated that to operate a bus line on Saturdays <br /> only during June and everyday but Sunday during July and <br /> August would cost approximately $3,076, but did not <br /> recommend that the route be implemented this summer. <br /> After a lengthy discussion, a motion by Mr. Gilliam, <br /> sec. onded by Mrs. Rinehart that the bus route be operated <br /> to Pen Park on Thursday, Friday, Saturday and Sunday <br /> during June and July on a trial basis, was unanimously <br /> adopted. On motion by Mr. Gilliam, seconded by Mr. <br /> <br /> Fife the City Manager was requested to made a recommendation <br /> on the time for the bus line to operate to Pen Park. <br /> <br /> The resolution appropriating $3,000 for the Second <br /> Street Gallery, which was offered at the meeting of the <br /> Council on February 18, 1976, was defeated by the following <br /> recorded vote. Ayes: Mr. Gilliam and Mr. Van Yahres. <br /> Noes: Mr. Barbour, Mr. Fife and Mrs. Rinehart. <br /> <br /> <br />
