108 <br /> <br />Regular meeting <br /> <br />Approval of minutes <br /> <br />Public Hearing re: <br />GSA Office Space <br /> <br />COUNCIL CHAMBER - MONDAY, MAY 17, 1976 <br /> <br /> The Council met in regular session on this date <br />with the following members present.: Mr. Barbour, Mr. <br />Fife, Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. <br />Absent: None. <br /> <br /> The minutes of the meetings of April 26 and May 3, <br /> 1976 were approved as presented. <br /> <br /> A public hearing was held on this date one,the <br />proposed plans of the Postal Service and General Services <br />Administration to move the present offices from the <br />post office building to other space. Mr. John <br />Galuardi, RegionaI Administrator for General Services <br />Administration, Mr. Jack Kenyon, Regional Manager for <br />Real Estate of the U. S. Postal Service Corporation and <br />Mr. Gene Fleming, Area General Manager of the U. S. <br />Postal Service Corporation were present and presented <br />proposed plans for moving the offices. Mr. Galuardi <br />stated that the Charlottesville Post Office Building <br />was transferred to the Postal Service Corporation and <br />General Services pays rent for space which they occupy. <br />The Postal Service wants to dispose of the building <br />and GSA must find other space. He stated that he was <br />looking for space to house all federal offices except <br />special purpose offices such as FEI, FSTC and some <br />others and 23,000 square feet of space is needed. He <br />stated that because of special needs fOr the Court <br />Room, the space which is needed will probably have to <br />be built. The Postal Service will then dispose of the <br />building and they are required to get market value. <br />He stated that after hearing from everyone at the <br />meeting they will take the information back to Washington <br />and make a determination of what is in the best <br />interest of the government and the taxpayers of the <br />United States. After a lengthy discussion, a motion <br />by Mrs. Rinehart, seconded by Mr. Van Yahres that the <br />City Council requests a full environmental impact <br />study, including sociological, physical and economic <br />impact, was unanimously adopted. A motion by Mr. <br />Gilliam, seconded by Mr. Fife that the City Attorney <br />be requested to explore and advise the Council on <br />possible courses of action whirch could be taken by <br />the City on behal~f of the Citizens and if the Council <br />is unable to make the will of the people felt, work <br />with GSA and the Postal Service to help in every way <br /> <br /> <br />
