Jaycees Matters by the Public re: Postal Service in Downtown Area Communication re: Downtown Charlottesville, Inc. - Old Fashion Bargain Days An ordinance entitled "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A PORTION OF THAT DEADEND ALLEY LYING BETWEEN HARRIS STREET AND THE SOUTHERN RAIL- ROAD," which was offered at the meeting of the Council on June 7, 1976, was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. Fife, Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. Noes: None. An ordinance entitled "AN ORDINANCE TO CREATE THE INDUSTRIAL DEVELOPMENT AUTHORITY OF THE CITY OF CHARLOTTESVILLE, VIRGINIA PHRSUANT TO THE VIRGINIA INDUSTRIAL DEVELOPMENT AND REVENUE BOND ACT, TO ESTABLISH THE POWERS, DUTIES AND RESPONSIBILITIES OF SUCH AUTHORITY, TO PROVIDE FOR THE APPOINTMENT OF MEMBERS THEREOF, AND TO ESTABLISH CERTAIN LIMITATIONS ON THE EXERCISE OF THE POWERS OF SUCH AUTHORITY," was offered by Mr. Gilliam, seconded by Mr. Fife and carried over until a public hearing can be held. Mr. Gary Furrow, representing the Jaycees, addressed the Council and requested permission from the Council to nme the 7th Street Parking Lot from June 28th to July 3rd~for their Annual Fun Fair. On motion by Mr. Van Yahres, seconded by Mr. Gilliam the fore- going request was unanimously granted. Mr. James King, President of the Jefferson Park Avenue Neighborhood Association, addressed the Council and asked what action the Council has taken if any on the proposal to remove the Post Office from the Downtown Area. After a lenghty discussion, on motion by Mrs. Rinehart, seconded by Mr. Gilliam, Mr. Hendrix and Mr. Barbour were requested to write Mr. Galuardi of GSA to tell him what the downtown area needs in a postal serve and ask what is required of GSA before we can get an answer. On mo~ion by Mrs. Rinehart, seconded by Mr. Van Yahres,~-Mr. Hendrix and Mr. Barbour were also requested to write the Postal Service and ask them to remain in the downtown area and express to the City's needs for downtown postal service. Mr. Hendrix presented a communication from Down- town Charlottesville, Inc. requesting that Main Street be closed for the two blocks west of the Mall on July 9th and 10th for Old Fashion Bargain Days. On motion by Mr, Van Yahres, seconded by Mr. Fife the foregoing request was unanimously granted.
