i36 Request re: Madison House Appropriation Request re: Appropriation $20,000 for Central Va. Child Development Association A communication was presented from Mr. Rick Noble, Presiden~ of 'Madison House, requesting the Council to release the $8,000 allocation approved in the City's 1976-77 budget fOr Madison House. An evaluation by the Community Development Department was presented, evaluating the programs and services furnished the residents of Charlottesville by Madison House. The report by the Community Development Department recommended that the City require Madison House to provide precise estimates as to the number of residents of Charlottes- ville served by each program and the type of service provided. It also recommended that the individual program budgets be developed in order to determine exactly how money is going to each program. A motion by Mr. Barbour, seconded by Mr. Fife that $4,000 of the funds be released to Madison House, on condition that additional information is furnished as recommended by the Community Development Department and that Madison House agCee to comply with the same monthly reporting as other social service agencies, was unanimously adopted. The Acting City Manager advised the Council that in the second year program for Community Development Revenue Sharing an item of $20,000 was included for the gentral Virginia Child Development Association for Day Care Services and that some of the programs had been rejected by HUD including this item~ Mrs. Beverley Butler, Director of the Central Virginia Child Development Association and Mrs. Joan Kammire of the Welfare Department, addressed the Council strongly urging that if this item could not be included in Community Development Revenue Sharing that the City appropriate the necessary funds. A member of the Child Care Providers, also addressed the Council in support of the program. A motion by Mr. Barbour, seconded by Mr. Brunton that the Child Care Services Program be resubmitted thmaugh HUD'~s appeal process and if the appeal fails the City put up the money, was uanimously adopted] On motion by Mr. Barbour, seconded by Mr. Brunton the following resolution was offered and carried over to the next meeting for consideration. BE IT RESOLVED by the Council of the City of Charlottesville that $20,000 be and the same is hereby appropriated from the General Fund for Child Care Services, pending an~appeal to HUD for this program and if the appeal is successful the City be repaid these funds.
