i36 <br /> <br />Request re: Madison House <br />Appropriation <br /> <br />Request re: Appropriation <br />$20,000 for Central Va. <br />Child Development <br />Association <br /> <br /> A communication was presented from Mr. Rick Noble, <br />Presiden~ of 'Madison House, requesting the Council to <br />release the $8,000 allocation approved in the City's <br />1976-77 budget fOr Madison House. An evaluation by the <br />Community Development Department was presented, evaluating <br />the programs and services furnished the residents of <br />Charlottesville by Madison House. The report by the <br />Community Development Department recommended that the <br />City require Madison House to provide precise <br />estimates as to the number of residents of Charlottes- <br />ville served by each program and the type of service <br />provided. It also recommended that the individual <br />program budgets be developed in order to determine <br />exactly how money is going to each program. A motion <br />by Mr. Barbour, seconded by Mr. Fife that $4,000 of the <br />funds be released to Madison House, on condition that <br />additional information is furnished as recommended by <br />the Community Development Department and that Madison <br />House agCee to comply with the same monthly reporting <br />as other social service agencies, was unanimously <br />adopted. <br /> <br /> The Acting City Manager advised the Council that in <br /> the second year program for Community Development <br /> Revenue Sharing an item of $20,000 was included for <br /> the gentral Virginia Child Development Association <br /> for Day Care Services and that some of the programs <br /> had been rejected by HUD including this item~ Mrs. <br /> Beverley Butler, Director of the Central Virginia Child <br /> Development Association and Mrs. Joan Kammire of the <br /> Welfare Department, addressed the Council strongly <br /> urging that if this item could not be included in <br /> Community Development Revenue Sharing that the City <br /> appropriate the necessary funds. A member of the Child <br /> Care Providers, also addressed the Council in support <br /> of the program. A motion by Mr. Barbour, seconded by <br /> Mr. Brunton that the Child Care Services Program be <br /> resubmitted thmaugh HUD'~s appeal process and if the <br /> appeal fails the City put up the money, was uanimously <br /> adopted] On motion by Mr. Barbour, seconded by Mr. <br /> Brunton the following resolution was offered and carried <br /> over to the next meeting for consideration. <br /> <br /> BE IT RESOLVED by the Council of the City <br /> of Charlottesville that $20,000 be and the same is <br /> hereby appropriated from the General Fund for Child <br /> Care Services, pending an~appeal to HUD for this <br /> program and if the appeal is successful the City be <br /> repaid these funds. <br /> <br /> <br />
