Appropriation re: Sept. rent Boxing Program Staff Report re: Albemarle Street Staff Report re: Transfer of School Buses to School Board the General Fund,'~'but in either case the equipment should be City owned Mr. Bobby Banks, addressed the Council and stated that he still needed the requested $10,000 for facilities and equipment, but the $3,000 could~be used for acquiring the necessary equipment and he would try to raise money for rent through other sources. Mr. Brunton reported that he had received a $100 donation for the program. A motion by Mr. Barbour to appropriate $9900 for the Boxing Program died for lack of a second. A motion by Mr. Gatewood, seconded by }ir. Brunton that Mr. Banks be assued $3,000 will be provided from Community Development Revenue Sharing funds if possible and if not possible it will be provided from City Funds, was unanimously adopted. On motion by Mr. Barbour, seconded by Mr. Brunton the following resolution was adopted by the following recorded vote,, Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife and Mr. Gatewood. Noes: None. Absent: Mrs. O'Brien. BE IT RESOLVED by the Council of the City of Charlottesville that $320 be and the same is hereby appropriated from the General Fund for September rent for the Boxing Program~ A report was presented from the City Manager stating that the State Highway Department has refused to participate in the cost of constructing Albemarle Street from Preston Avemue. He stated they are willing to participate in the cost of constructing a turn-a- round on each end of the severed Albemarle Street. Rev. R. A. Johnson addressed the Council and stated that this would not be satisfactory. He stated that for purposes ofj his church Albemarle Street needs a connection to Preston Avenue. A motion by Mr. Barbour, secOndedby Mr. Fife that Albemarle Street be constructed one lane from Preston Avenue and limited to one way traffic and that the State Highway Department be requested to participate in the cost of this project on the usual basis, was adopted by the following vote. Ayes: Mr. Barbour, Mr. Brunton and Mr. Fife. Noes: Mr. Gatewood. Absent: Mrs. O'Brien. The City Manager advised the Council that when the School Board was authorized to begin a pupil transportation program in 1974 the City purchased twenty-six new school buses and seven used buses, and that the City maintained title to the purchased buses leasing them to Yellow Transit Company who operated the program for the School Board. He recommended that the title to the twenty-six new buses be transferred to the School Board which would end the present three party arrangement, which appears to no longer be needed. He stated if none of the used buses are needed as back up for the School Bus System the City will maintain these and sell three at auction or sealed bid. Mr. J. T.
