J_50 <br /> <br />Mr. Fife, seconded by Mr. Brunton the City Manager was authorized <br />to sign an application to extend federal funds for CETA positions <br />through December, 1976. <br /> <br /> On motion the meeting adjourned. <br /> <br />P~esident <br /> <br />RegUlar Meeting <br /> <br />Presentation re: <br />Urban Observatory <br /> <br />Presentation re: <br />Madison House <br /> <br />Resolution re: <br />Madison House <br />Tax Exemption <br /> <br /> COUNCIL CHAMBER - TUESDAY, SEPTEmbER 7, 1976 <br /> <br /> The Council met in regular session on this date with the <br />following members present: Mr. Barbour, Mr. Brunton, Mr. Fife, <br />l~.~r. Gatewood and Mrs. O'Brien. Absent: None. <br /> <br /> The minutes of the meeting of August 16, 1976 were <br /> <br />approved as corrected. <br /> <br /> Linda Peacock, Director of Urban Observatory, addressed <br /> <br />the Council and gave a brief over view of the Urban Observatory <br />Program and a review of the Research Projects which are being <br />undertaken. <br /> <br /> Mr. Rick Noble, President of Madison House addressed the <br />Council and requested the Council to adopt a supporting <br />reSolution which will be presented to the General Assembly by <br />Delegates Michie and Murray and Senator Michael which would <br />make Madison House exempt from Real Estate taxes in the City. <br />The pros and cons of this request were discussed at lenght. On <br />motion by Mr. Barbour, seconded by Mrs. O'Brien the following <br />resolution subject to an amendment by Mr. Gatewood, was <br />adopted~by the following vote. Ayes: Mr. Barbour, Mr. Brunton, <br />and Mrs. O'Brien. Noes: Mr. Fife and Mr. Gatewood. <br /> <br /> WHEREAS, Madison House, Inc. has previously been <br />recognized as an organization which, through its volunteer <br />servzce programs, made an important contribution to this <br />community; now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville, <br />that the Council endorses the adoption, by the General Assembly <br />of Virginia, of legislation to classify Madison House, Inc. <br />as a tax-exempt non-prOfit educational and charitable <br />organization within the meaning Article X, Section (6)(a)(6) <br />of the Constitution of Virginia; and be it further <br /> <br /> RESOLVED that the Clerk of the Council be directed to <br />send certified copies of this resolution to Charlottesville's <br />representatives in the General Assembly and to the Clerk of <br />the Virginia Senate and House of Delegates. <br /> <br />Mr. Gatewood's amendment was that approval of this resolution <br />be given after all current and delinquent taxes and penalities <br />have been paid including the 1976 taxes, and after all reports <br />requested by the Community Development Department have been <br />submitted in a form satisfactory to the Community Development <br />Department and the performance of these conditions has been <br />certified to the City Council <br /> <br /> <br />
