2i8' <br /> <br />Regular meeting <br /> <br />Minute Approval <br /> <br />Public Hearing: Community <br />Development Block Grant - <br />Year 3 <br /> <br />COUNCIL CHAi,~ER - MONDAY, i~tRCH 14, 1977 <br /> <br /> The Council met in regular session on this date with the <br /> following members present: Mr. Barbour, Mr. Brunton, Mr. Fife, <br /> Mr. Gatewood and Mrs. O'Brien. Abment: None. <br /> <br /> On motion by Mr. Barbour, seconded by Mr. Fife the minutes <br /> of the meeting of February 22, 1977, were approved as corrected. <br /> <br /> A public hearing was held on this date on the proposed uses <br />of Community Development Block Grant Funds for Year Three. The <br />City Manager stated that this is the third year the City will <br />receive approximately $1,051,000 in Community Development Revenue <br />Sharing Funds. He stated that administratively this program is <br />designed by a Task Force made up of about twenty people who <br />represent the target neighborhoods wmich are eligible to receive <br />funds under this program. The program is designed primarily to <br />improve neighborhoods specifically those designated as low <br />income neighborhoods. He stated that the Task Force met on <br />numerous occasions and went over all the projects because by and <br />large this a physical development program, and then made <br />recommendations to the Planning Commission and Social Develop~nent <br />Commission which have held a public hearing on the proposed uses. <br />He then outlined the proposed uses as follows: Housing Projects, <br />$242,764; Removal of barriers for the Handicapped, $10,000; Parks <br />and Recreation, $210,000; Sidewalks, $39,979~ Street Improvements, <br />$55,095; Construction of dedicated but unaccepted streets, <br />$14,616; Drainage Improvements, $445,000; Housing Counseling <br />Project, $28,547; and Administrative Costs, $5,000. The public was <br />then afforded an opportunity to make suggestions for use of <br />the funds. Mr. Yale Rabin, addressed the Council and stated that <br />a culvert over Schenks Branch would keep trash out of the creek, <br />but would also keep the water out. He suggested widening and <br />deepening the channel and possibly install a cage over tme <br />channel. Mr. Mike Gleason, spoke on behalf of the Board of <br />Directors of Town Hall-Levy Opera House. He stated that this <br />group is endeavaring to raise $400,000 for restoration of the <br />Levy Opera House and to date has raised $35,000. He requested <br />Council to consider an appropriation of $10,000 from Community <br />Development Revenue Sharing Funds for the Levy Opera House <br />Foundation. Mrs,. Byrd Level and Miss Helen Duke also spoke <br />in support of the request. Mr. Albert Natalini on half of <br />the Babe Ruth League requested money to build a ball field at <br />Azalea Park. Me stated that the cost to build the field and <br />fence would be $I10,000 and approximately $25,000 to light the <br /> <br /> <br />
