Regular meeting Approval of minutes Convention Bureau Appointment re: Jefferson Area Board for Aging Request re: Dogwood Festival Board Staff Report: Rann Preserve Clerk ~ - ~res ident COUNCIL CHAMBER - MONDAY, MARCH 21, 1977 The Council met in regular session on this date with the following members present: Mr. Barbour, Mr. Fife, Mr. Gatewood and Mrs. O'Brien and Mr. Brunton. Absent: None. On motion by Mr. Barbour, seconded by Mr. Gatewood the minutes of the meeting of March 14, 1977 were approved as amended. The City Manager advised the Council that Mr. Ferguson of the Chamber of Commerce had furnished a draft of a contract for operation of the Convention Bureau which he had looked at and the finished contract was supposed to have been delivered to the Council this evening, but up to now t~e contract is not available. The Mayor announced that since the Council has not had an opportunity to examine the contract with the Chamber of Commerce for operation of the Convention Center, action would be delayed until the contract is available for inspection. On motion by Mr. Fife, Dr. geanne Biggar was reappointed to the Jefferson Area Board for Aging, by unanimous vote. Mr. Wyatte Owens, President of the Charlottesville DogwoOd Festival, addressed the Council and reviewed the proposed calendar of events for the Dogwood Festival this year. He requested the use of M¢Intire Park for the rides and fireworks, donation of one trophy for the track meet and also an exemption from the license tax ordinance on the rides. On motion by Mr. Barbour, seconded by Mr. Fife the foregoing requests weme unanimously approved. Mr. Gene German, Director of Parks and Recreation, presented a proposed site development plan for the Rann Preserve. He stated that the City and County Parks and Recreation Departments have worked together to prepare this plan and it is based upon a minimum amounn of development and primarily intented to keep the property in its natural state. He stated that in order to qualify for Bureau of Outdoor Recreation funds there must be at least a minimum amount of use and the departments feel that the submitted plan provides adequate use, yet substantial preservation of the property. He stated that the development costs are estimated at $60,000 of which one-half will be paid by the County and one-half by the City. On motion by Mr. Brunton, seconded by Mr. Gatewood the development program as presented by Mr. German was approved.
