He recommended that if the City Council is interested <br />in participating in this program that the Housing Authority be <br />requested to draw up a .detailed plan of action to include <br />alternative financing and specific target neighborhoods. This <br />matter was referred to the Housing Authority Board for review and <br />recommendation. <br /> <br /> The resolution appropriating $82,000 for building <br /> <br />maintenance and repairs, was was offered at the meeting of the <br />Council on April 18, 1977 was adopted by the following recorded <br />vote. Ayes: Mr. Barbour, Mr. Fife, Mr. Gatewood and ~Xirs. O'Brien. <br />Noes: None. Absent: Mr. Brunton. <br /> <br /> The resolution appropriating $340,803 for Capital Projects <br />which was offered at the meeting of the Council on April 18, <br />1977 was adopted by the following recorded vote. Ayes: Mr. <br />Barbour, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None <br />Absent: Mr. Brunton. <br /> <br /> The City Attorney advised the Council that last fall Congress <br />adopted amendmenta to the Unemployment Compensation Act which <br />in effect required the state and local government employees be <br />made eligible for unemployment compensation and most instances <br />such employees have not been covered under the unemployment <br />system in the past. The requirement becomes effective on January <br />1, 1978 and the states are now in the process of amending their <br />unemployment laws. He stated that nationally the fiscal impact <br />of this law is enormous and as a result the National Institute <br />of Municipal Law Officers is planning to initiate litigation in <br />the Federal Courts to challenge this congressional mandate on <br />constitutional grounds. He stated the annual cost of Charlottes- <br />ville of complying with the mandate is difficult to estimate because <br />there are two formulas for calculating the payment the City <br />would be required to make, however, it is believed that the <br />minimum annual cost for providing the unemployment coverage to <br />both general city and school employees would be at least $100,000 <br />per year. He stated that if Charlottesville wishes to join in <br />this litigation the maximum contribution would b~e $2,500. On motion <br />by Mr. Barbour, seconded by Mr. Fife the following resolution <br />was unanimously adopted. <br /> <br /> BE IT RESOLVED,by the Council of the City of <br />Charlottesville, that the City Attorney be authorized to take <br />all actions deemed by him necessary and proper for the City of <br />Charlottesville to participate as a party to the litigation <br />challenging the constitutionality of the 1976 amendments to the <br />federal Unemployment Compensation Tax Act, P.L. 94-566 and <br />related acts making such tax and requirements applicable to <br />state and local governmental employees, including the payment <br />of the City's pro-rata share of the expenses of such litigation <br />to the Trust Fund of the National Institute of Municipal Law <br />Officers. <br /> <br /> <br />
