25Z._ <br />COUNCIL CHAMBER - MONDAY, JUNE 6, 1977 <br /> <br />Regular meeting The Council met in regular session on this date with the following <br /> members present: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. <br /> O'Brien. Absent: None. <br /> <br />Approval of The minutes of the meetings of May 16th and May 23rd were approved as <br />minutes <br /> presented. <br /> <br />Public Hearing - A public hearing was held on this date on a request from Multi-Channel <br />Cable TV Franchise <br /> TV Cable Company to amend the present CATV franchise. The City Manager <br /> <br /> briefly outlined the requested changes. He stated the rate structure will not <br /> change at this time, but stated that Jefferson Cable is requesting that the <br /> cable system be ~ebuilt to a single truck, single feeder configuration instead <br /> of the dual trunk and dual feeder as in the present franchise. The other <br /> change requested by the cable company was to be allowed until February, 1978 <br /> to complete the rebuild. No one spoke for or against the proposed change. On <br /> motion by Mr. Fife, seconded by Mr. Barbour the amendements to the franchise <br /> agreement were approved. <br /> <br />Presentation - Dr.~ Lester A. Hoel addressed the Council and presented a report prepared <br />Urban Observatory - <br />Transit Study by the Central Piedmont Urban Observatory, entitled "Evaluation of T=ansit <br /> <br /> System Coordination and Future Services in the Charlottesville Urbanized Area." <br /> He stated the report consist of four parts-namely: present bus system and <br /> ridership; bus network alternatives; coordination of transit services~ and <br /> future transportation needs. A work session was set for July llth to discuss <br /> this report. <br /> <br />PresentRt~Qn - Mr. Michael P. Gleason, Chairman of the Albemarle-Charlottesville American <br />Bicentennial <br />Report Independence Bicentennial Commission, addressed the Council and presented the <br /> <br /> final report of the activities of the Albemarle-Charlottesville Bicentennial <br /> Commission and the Department of the Bicentennial. The report covers the period <br /> from the commission's organization in July, 1971 to the conclusion of the <br /> functions of the department on December 31, 1976. The report included the <br /> department and commission planning, work completed and budget figures for the <br /> entire period. He-also submitted the resignation of the Bicentmnnial Commission <br /> to be effective July 31, 1977. The Mayor thanked Mr. Gleason on behalf of the <br /> Council for a job well done. <br /> <br />Presentation - Mr. John Greene, Director of Public Works, addressed the Council and <br />Alternative Water <br />Supply Sources briefly outlined a report on alternative water supply sources prepared by the <br /> <br /> engineering fire of Camp, Dresser and McKee. He stated the study looks at the <br /> water supply for the Charlottesville-Albemarle area and gave alternatives: <br /> <br /> 1. Continued.~.use and protection of the South Rivanna; 2. Consider the James <br /> River; and 3. Additional impoundment on South Rivanna near Buck Mountain Creek. <br /> He stated, however, that conservation could postpone the need for expansion for <br /> a number of years. A motion by Mr. Fife, seconded by Mr. Brunton that the City <br /> along with Albemarle County explore conservation methods, was unanimously adopted. <br /> <br /> <br />
