260 <br /> <br />Appropriation re: <br />$17,138.19 - <br />Community Developer <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville <br />that there is hereby appropriated from the Community Attention Home Fund <br />the sum of $32,500.00 or as much thereof as may be needed to expenditure <br />account 19-2101 for the construction of improvements to the Community <br />Attention Home for Boys, which expenditure shall be offset by anticipated <br />revenues or reimbursements in the amounts of $17,500.00 from the <br />Commonwealth of Virginia and ~$15,000.00 as a donation from the <br />University League. <br /> <br /> The resolution appropriating $17,138.19 for the employment of a <br />Community Developer and related expenses which was offered at the meeting <br />of the~Council.on June 20, 1977~ was adopted by the following recorded <br />vote. Ayes: Mr, Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and <br /> <br />Mrs. O'Brien. Noes: None. <br /> <br />Real property taxex <br />for tax relief for <br />the Elderly <br />Program <br /> <br />Consideration re: <br /> <br /> On motion by Mr. Gatewood, seconded by Mr. Barbour the City <br />Treasurer's~account was credited in the amount of $65,365.20 which <br />represents the real estate tax relief for the elderly for 1976. <br /> An ordinance entitled "AN ORDINANCE TO AMEND CHAPTER 10 OF THE <br /> <br />Ordinance - Establishing <br />A Cigarette Tax CODE OF THE CITY OF CHARLOTTESVILLE~ 1976~ AS AMENDED, BY ADDING <br /> THEREIN AN ARTICLE XII, CONTAINING SECTIONS 10-70 THROUGH 10-85, <br /> <br />LEVING AND IMPOSING A TAX ON CIGARETTES, PROVIDING PROCEDURES FOR THE <br />COLLECTION THEREOF AND ESTABLISHING PENALTIES FOR VIOLATIONS," was <br />offered by Mr. Fife, seconded by Mr. Barbour and carried over to the next <br /> <br />meeting for consideration. <br /> <br />Ordinance re: to An ordinance entitled "AN ORDINANCE TO AMEND ARTICLE II OF CHAPTER <br />permit certain employees <br />to withdraw from 20 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, BY <br /> <br />the City retire- <br />ment system <br /> <br />ADDING A SECTION 20-21.1 TO PERMIT CERTAIN EMPLOYEES TO WITHDRAW FROM <br />THE CITY SUPPLEMENTAL RETIREMENT SYSTEM IN ORDER TO PARTICIPATE IN <br />DEFERRED COMPENSATION PLANS," which was offered at the meeting of the <br /> <br />Council on June 20, 1977, was adopted by the following recorded vote. <br /> <br />Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. <br /> <br />O' Brien. Noes: None. <br /> <br />Consideration re: An ordinance which would .prohibit the operation of Tattoo <br />Ordinance establishing <br />Tattoo operations Establishments in. the City, was considered. The City Manager advised <br />in the~'~City <br /> the Council that the main objection to such establishment was the danger <br /> <br />of contracting hepatitis. Mr. Kenneth Gilmat a proposed operator <br /> <br />addressed the Council in strong opposition to the ordinance. Mr. <br /> <br />Brunton requested that action be deferred until more information could <br /> <br />be obtained from the Health Department. <br /> <br />Consideration re: <br />Ordinance - Erosion <br />and sediment <br />control <br /> <br /> An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION <br />9-1 OF CHAPTER 9 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, <br />RELATING TO LAND DISTURBING ACTIVITIES FOR WHICH EROSION AND SEDIMENT <br /> <br />CONTROLS ARE REQUIRED," was offered by Mr. Gatewood, seconded by Mr. <br /> <br />Consideration re: <br />Ordinance Rezoning <br />1021 Wertland St. <br />Deferred <br /> <br />Fife and carried over to the next meeting for consideration. <br /> A communication was presented from the Planning Commission making <br />no recommendation on a petition for rezoning from R-2 to R-3 property <br />located at 1021 and 1023 Wertland Street. The communication stated <br /> <br />that the Planning Commission vote on this petitio~ was three to three <br />with one abstention. After discussion action on this petition was <br />deferred pending a staff report on the effects of the run off from this <br /> <br />construction to Schencks Branch. <br /> <br /> <br />
