She stated that if the Council agrees, then it will <br />be necessary to hold a public hearing on the proposed charter change <br />and request the Division of Legislative Services and our State <br />Legislators for change by the legislature, this request should be made <br />in October. A motion by Mr. Fife, seconded by Mr. Gatewood that the <br />Council proceed with this project with all dispatch, was unanimously <br />adopted. <br /> <br /> An ordinance entitled "AN ORDINANCE TO AMEND CHAPTER 30 OX THE <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, BY REPEALI. NG <br />SECTION 30-8 AND ENACTING IN LIEU THEREOF A NEW SECTION NUMBERED <br />30-8.1 IN ORDER TO RECONSTITUTE THE WELFARE ADVISORY BOARD AS A <br />SOCIAL SERVICES ADVISORY BOARD AS REQUIRED BY STATE LAW," which was <br />offered at the meeting of the Council on August 15, 1977, was <br />adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. <br />Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br /> An ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING A PORTION OF UNOPENED WOODLAND DRIVE IN THE CITY <br />OF CHARLOTTESVILLE," was offered by Mr. Brunton, seconded by Mr. <br />Fife and carried.over to the next meeting for consideration. <br /> <br /> The Mayor announced that the regular meeting of September <br /> <br /> 19th would be changed to September 12th since a majority of the <br /> Council members would be out of town on the 19th. <br /> <br /> On motion by Mr. Barbour, seconded by Mr. Brunton the Director <br /> <br />of Finance was authorized to refund $1,158.52 to Willoughby Corporation <br />for erroneous real estate taxes for 1976. <br /> <br /> A motion by Mr. Brunton, seconded by Mr. Fife that Council <br /> <br />meet in executive session to discuss a matter exempted by Section <br />2.1-344(a)(1) and Section 2.1-344(a)(6) of the Virgini~ Freedom <br />of Information Act was adopted by the'~'following recorded vote. Absent: None. <br /> <br /> The minutes of the meetings of August 29th and September 6th <br /> <br />were approved as presented. <br /> <br /> On motion by Mr. Gatewood, Dr. James Cole, Mr. Thomas McLernon, <br />Mr. Hubert S.
