280 <br /> <br />Appointment re: <br />~.ersonnel Appeals <br />Bd. <br /> <br />Appointment re: <br />Personnel Appeals <br />Bd. <br /> <br />Housing Authority <br />ideas on site <br />for Highrise <br /> <br /> On motion by Mr. Fife, Mrs. Jean Barnett was appointed to the <br />Personnel Appeals Board, by unanimous vote. <br /> On motion by Mrs. O'Brien, Mr. Jay Swett was reappointed to the <br />Personnel Appeals Board, by unanimous vote. <br /> <br /> Mr. Rich Collins, Mr. Bob Hodous, Mrs. Jean Peterson, Mr. Gene <br />Arrington and Mr. Jesse Williams of the Charlottesville Redevelopment <br />and Housing Authority discussed with the Council the proposed sites <br />for the new High Rise for the Elderly. The members of the Housing <br />Authority were infavor of locating the new facility in the Garrett <br />Street Area rather than the Midway Site which the Council favors, but <br />the Council members were more incline to use the Garrett Street <br /> Area for home ownership development. The Mayor stated that she would <br /> like to see the home ownership program pursued and appointed Mr. <br /> Brunton and Mr. Fife to a committee to work with the Housing Authority <br /> <br />Appropriation - <br />$2,440.50 - <br />Street Lights <br /> <br />Ordinance re: <br />Closing, vacating <br />and discontinuing <br />unopened portion <br />of Woodland Dr. <br /> <br />Consideration re: <br />Ordinance- Gas <br />Service Moratorium <br /> <br />on the 235 Program for that area. <br /> The resolution appropriating $2,440.50 for street lights which <br />was offered at the meeting of the Council on September 6, 1977, was <br />adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. <br />Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> An ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING A PORTION OF UNOPENED WOODLAND DRIVE IN THE CITY OF <br />CHARLO?TESVILLE," which was offered at the meeting of the Council on <br />September 6, 1977, was adopted by the folloWing recorded vote. Ayes: <br />Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. <br />Noes: None. <br /> <br /> The City Manager advised the Council that the City has lost <br /> approximately 400 customers since the gas moratorium was imposed <br /> and recommended that the moratorium be lifted. Mr. John Greene, <br /> Director of Public Works also addressed the Council and stated that <br /> the City has contracted Columbia Gas Company for liquid natural <br /> gas which must be paid for whether it is used or not and also <br /> recommended that the moratorium be lifted. An ordinance entitled <br /> "AN ORDINANCE TO AMEND AND REORDAIN SECTION 12-2 OF THE CODE OF THE <br /> <br />Executive Session <br /> <br />CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO THE <br />MORATORIUM ON GAS SERVICE CONNECTIONS," was offered by Mr. Fife, <br />seconded by Mr. Brunton and carried over to the next meeting for <br />consideration. <br /> <br /> An ordinance which would grant tax and rental relief to persons <br />who are totally and permanently disabled was discussed, however, <br />action was deferred until the cost of the program can be determined. <br /> A motion by Mr. Brunton, seconded by Mr. Fife that Council <br />meet in executive session to discuss a matter exempted by Section <br />2.1-344(a)(2) and Section 2.1-344(a)(1)of the Virginia Freedom <br />of Information Act, was adopted by the following recorded vote. <br />Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. <br /> <br />O'Brien.
