Regular session <br /> <br />approval of <br />minutes <br /> <br />Public Hearing: <br />CharterAmendment <br />regarding the <br />Housing Authority <br /> <br /> COUNCIL CHAMBER - MONDAY, OCTOBER 17, 1977 <br /> <br /> The Council met in-regular session on this date with the following <br /> members present: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood, and <br /> Mrs. O'Brien. Absent: None. <br /> <br /> The minutes of the meetings of October 3rd ar.d October 7th <br /> <br /> were approved as presented. <br /> <br /> Pursuant to notice duly Published in the Dai ~ Progress as <br />required by law a public hearing was held on this date on a proposed <br />charter amendment which would allow the Council t¢ designate itself <br />the commissioners of the Charlottesville Redevelopment and Housing <br />Authority. The Mayor gave a brief background on the proposed <br />amendment stating that about six months ago Council requested groups <br />dealing with housing to give the strengths and weainesses of the <br />present Housing Programs and one of the recommendations was that <br />the Housing Authority be merged with the city star She also <br />stated that opponents of the amendment had expressl d the fear of <br />increase in rents and also a fear of change in the staff of the <br />Housing Authority. The Mayor presented a petition signed by <br />eighty-seven residents of 500 South First Street o,posed to the <br />change. Mr. Rich Collins, Chairman of the Charlot ~sville <br />Redevelopment and Housing Authority, spoke in favo~ of the <br /> <br /> amendment. He stated that the authority board was <br /> in agreement among themselves and he wished to spea <br /> individual. He stated that he thinks a city depart <br /> responsible to the city manager would offer a more <br /> <br />program for economic development and housing and al <br />believes the proposal will offer more opportunities <br />medium income housing. Mr~ Mitch Van Yahres; Mr. F <br />Chairman of the Charlottesville Housing Improvement <br />Mrs. John L. Snook, Jr., member of the Housing Boar <br />Adjustments and Appeals; and Mrs. Karen Littleleaht <br />favor of the proposed.change.
