292 <br /> <br />Appropriation re: <br />$3,000 - VPI-SU <br />Extension <br /> <br />Resolutions re: <br />School Board <br />returning- <br />unencumbered <br />balance of <br />$94,208 and <br />Resolution - <br />Appropriation - <br />$37,500 - <br />Architect's <br />fees for <br />Auxiliary Gym <br />at CHS <br /> <br />automobiles in commercial vehicle wash facilities. A motion <br />by Mr. Brunton, seconded by Mr. Barbour that action be <br />deferred on this amendment until the City staff can <br />investigate the cost of water recycling and possible other <br />sources for car washes and made a recommendation was unanimously <br />adopted. The staff was requested to report on October 24th. <br /> The resolution appropriating $3,000 for the V.P.I. - S.U. <br />Extension which was offered at the meeting of the Council on <br />October 17, 1977', was adopted by the following recorded vote. <br />Ayes: Mr.~ Barbour, Mr.Brunton, Mr, Fife, Mr. Gatewood and <br /> <br />Mrs. O'Brien. Noes: None.- <br /> The Council and School Board further discussed the request <br /> of the School Board to spend $37,500 from the 1976-77 unexpended <br /> balance of the School Fund for construction drawings and associated <br /> documents for an auxiliary gymnasium at Charlottesville High <br /> School. During the discussion it was the general concensus of <br /> Council that the $94,208 unexpended balance should be returned <br /> to 'the City's General Fund. A motion by Mr.'Fife, seconded by <br /> Mr. Brunton the following resolution was unanimously adopted. <br /> WHEREAS, it.!is' the.-~ong-standing policy of the. City of <br /> Charlottesville that unemcumbered balances in all expenditure' <br /> accounts of the City's General Fund should revert to such <br /> General Fund at the Close of each fiscal year; and <br /> <br /> ,WHEREAS, this policy has not always been applied in <br /> the past to the General Fund appropriation to the City school <br /> system; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of <br /> the C~ty of Charlottesville that the School Board of the City <br /> of Charlottesville be directed to institute the practice <br /> of returning to the General Fund of the City any unencumbered <br /> balance in the school system accounts at the cease of each <br /> fiscal year, and that such practice be followed with regard to <br /> the sum of $94,208, which represents the total of such <br /> unencumbered balances for fiscal years 1976 and 1977. <br /> <br /> On motion by Mr. Brunton, seconded by Mr. Barbour the following <br /> resolution was offered and carried over to the next meeting <br /> <br />for consideration. <br /> <br /> BE IT RESOLVED, by the Council of the City of <br />Charlottesville that the sum of $37,500 be transferred from <br />the General Fund to the Capital Projects Fund, out of the balance <br />of public schoOl appropriations reverting to such General <br />Fund at the close of fiscal year 1977; and <br /> <br /> BE IT FURTHER RESOLVED, that such sum of $37,500 <br />is hereby appropriated from the unappropriated balance of the <br />Capital Projects Fund to expenditure account 05-00520 for <br />the retention by the city school board of architectural services <br />for the design of an auxiliary gymnasium at Charlottesville <br />High School. <br /> <br />On motion the meeting adjourned. <br /> <br />President <br /> <br /> <br />
