Authorization - <br />Mayor to sign <br />3 yr lease for <br />VPI~SU Extension <br /> <br /> WHEREAS, ~th~i'~o.~ncil desires to demonstrate its good <br />faith and belief that the "down-zoning" of portions of the <br />watershed of public reservoirs is a valid, lawful, necessary <br />and proper action to protect essential water resources; now, <br />therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville, <br />that the Board of Supervisors of Albemarle County be requested <br />to initiate action to rezone all City-owned properties lying <br />within the watershed areas of the Sugar Hollow and Ragged Mountain <br />Reservoirs from their present classification to the CVN- <br />Conservation District classification under the Albemarle <br />County Zoning Ordinance. <br /> <br />On motion by Mr. Barbour, seconded by Mr. Brunton the Mayor <br /> <br />was authomized to sign a three year lease for office space for <br /> <br />v.P.I, s~u. Extension, was unanimously adopted. <br /> <br />On motion the meeting adjourned. <br /> <br />295 <br /> <br />President <br /> <br />COUNCIL CHAMBER - MONDAY, NOVEMBER 7, 1977 <br /> <br />Regular meeting The Council met in regular session on this date with the following <br /> members present: Mr. Barbour, Mr. Brunton, Mr.Fife, Mr. Gatewood and <br /> Mrs. O'Brien. Absent: None. <br />Approval of minutes The minutes of the meetings of October 17th, October 20th, <br /> <br /> October 24th and October 27th were approved as amended. <br /> Mr. Gerald Hood the former Mayor of Mill Valley, California, <br /> who is presently living in Charlottesville addressed the Council and <br /> offered several suggestions as to how the City could encourage <br /> <br /> water conservation. He urged the Council to set an example for City <br /> residents to save water. <br /> <br /> The City Manager suggested that the Council consider repealing <br /> the ordinance imposing mandatory water use restrictions in view of <br /> the rains for the past week. An ordinance entitled "AN ORDINANCE <br /> <br /> TO REPEAL THE ORDINANCE ADOPTED ON OCTOBER 7, 1977, AND ALL AMENDMENTS <br /> THERETO, RELATING TO WATER CONSUMPTION," was offered by Mr. Brunton, <br /> seconded by Mr. Barbour and carried over to a special meeting on <br /> November 10th for consideration. <br /> <br /> Professor Yale Rabin addressed the Council and presented a report <br /> on the present conditions and future prospects of West Main Street, <br /> prepared by the Central Piedmont Urban Observatory. A work session <br /> was set for December 1, 1977 to discuss the report in detail. <br /> <br /> The City Manager advised the Council the the Economic Development <br /> ~Administration has notified this area that it is now eligible to apply <br /> fOr designation as an Economic' Development Area and due to a recent <br /> change in the legislation this area will not be eligible for Economic <br /> Development Area designation after December 31, 1977.
