Special meeting The Council~.met~i~:ilspeeial session on this date with the <br /> following members present: Mr. Barbour, Mr. Brunton, Mr. Fife, <br /> Mr. Gatewood and Mrs. O'Brien. Absent: None. <br /> EDA Designation*s Mr. Bob Abbott addressed the Council and presented further <br /> information concerning the formation of an Economic Development <br /> Area. He stated that some of the advantages to Charlottesville <br /> in joining the Economic Development Area would be savings in <br /> staff time and having information at hand within the Planning <br /> District Office. Also the significance of planning district wide <br /> area, labor market area designation is that each jurisdiction <br /> influences the others, each area should have input on what the <br /> others are doing since they influence each other. He also stated <br /> that priorities are not a problem from EDA's standpoint since they <br /> are most interested in permanent employment a~d also it is not often <br /> the case that two high priority projects are ready at the same time <br /> so there shouldn't be conflicts. Mr. Fife atated that there are <br /> some disadvantages to the City, but he feels the advantages out <br /> weigh the disadvantages and mov~d~that the City approve joining <br /> the Economic Development Area, this motion was seconded by Mr. <br /> Brunton. Mr. Hendrix renewed the staffs recommendation that the <br /> City not participate in area designations. Mr. Gatewood suggested <br /> that participation be contingent upon a weighted vote in favor <br /> of Nelson County and Charlottesville, the localities responsible <br /> for grant qualification. Mr. Barbour made a substitute motion that <br /> the City go alone, which died for lack of a second. After a lengthy <br /> discussion, Mr. Fife's motion was adopted by the following vote. <br /> Ayes: Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: <br /> Mr. Barbour. <br /> <br />Appointments re: The following appointments were made to the Economic Devolopment <br />Economic Dev. <br />Area Board Area Board, Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. <br /> <br /> O'Brien, Mr. Rush, Mrs. Bettie Scott and Mr. Eugene Williams. <br /> <br />Appropriation The resolution appropriating $19,477 for Training Coordinator, <br />$19,477 - Training <br />Coordinator which was offered at the meeting of the Council on November 7, 1977, <br /> <br /> was adopted by the following recorded vote. Ayes: Mr. Barbour, <br /> <br /> Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br />Ordinance re: An ordinance entitled "AN ORDINANCE TO REPEAL THE ORDINANCE <br />Repealing <br />Mandatory Water ADOPTED ON OCTOBER 7, 1977, AND ALL AMENDMENTS THERETO, RELATING <br />Restrictions <br /> TO WATER CONSUMPTION," which was offered at the meeting of the <br /> <br /> Council on November 7, 1977, was adopted by the following recorded <br /> vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and <br /> Mrs. O'Brien. Noes: None. <br /> <br /> The meeting then adjourned to discuss the attrition program in <br /> <br />work session. <br /> <br />President <br /> <br /> <br />
