Special meeting The Council~.met~i~:ilspeeial session on this date with the following members present: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Absent: None. EDA Designation*s Mr. Bob Abbott addressed the Council and presented further information concerning the formation of an Economic Development Area. He stated that some of the advantages to Charlottesville in joining the Economic Development Area would be savings in staff time and having information at hand within the Planning District Office. Also the significance of planning district wide area, labor market area designation is that each jurisdiction influences the others, each area should have input on what the others are doing since they influence each other. He also stated that priorities are not a problem from EDA's standpoint since they are most interested in permanent employment a~d also it is not often the case that two high priority projects are ready at the same time so there shouldn't be conflicts. Mr. Fife atated that there are some disadvantages to the City, but he feels the advantages out weigh the disadvantages and mov~d~that the City approve joining the Economic Development Area, this motion was seconded by Mr. Brunton. Mr. Hendrix renewed the staffs recommendation that the City not participate in area designations. Mr. Gatewood suggested that participation be contingent upon a weighted vote in favor of Nelson County and Charlottesville, the localities responsible for grant qualification. Mr. Barbour made a substitute motion that the City go alone, which died for lack of a second. After a lengthy discussion, Mr. Fife's motion was adopted by the following vote. Ayes: Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: Mr. Barbour. Appointments re: The following appointments were made to the Economic Devolopment Economic Dev. Area Board Area Board, Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien, Mr. Rush, Mrs. Bettie Scott and Mr. Eugene Williams. Appropriation The resolution appropriating $19,477 for Training Coordinator, $19,477 - Training Coordinator which was offered at the meeting of the Council on November 7, 1977, was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. Ordinance re: An ordinance entitled "AN ORDINANCE TO REPEAL THE ORDINANCE Repealing Mandatory Water ADOPTED ON OCTOBER 7, 1977, AND ALL AMENDMENTS THERETO, RELATING Restrictions TO WATER CONSUMPTION," which was offered at the meeting of the Council on November 7, 1977, was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. The meeting then adjourned to discuss the attrition program in work session. President
