304 Executive Session A motion by Mr. Fife, seconded by Mr. Brunton that the Council meet in executive session to discuss a matter exempted by Section 2-1.344(a)(1) and Section 2.1-344(a)(2) of the Virginia Freedom of Information Act, was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. On motion the meeting adjourned. Act in~ Clerk J ~resident Regular meeting Approval of minutes Public Hearing: Economic Development COUNCIL CHAMBER - MONDAY, DECEMBER 19, 1977 The Council met in regular session on this date with the following members present: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Absent: None. The minutes of the meetings of November 10th and November 21st were approved as amended. A public hearing was held On this date on proposed plans and proposed goals and objectives for Economic Development in the City. The City Manager presented the following tenative goals and objectives. Goals: Maintain the quality of Life in Charlottesville and preserve the tax base. Objectives: Keep present business and industry; quickly replace those that may leave; intensifY the use of underutilized property; find productive use for vacant property and create job~. Mr. Robert Brugh addressed the Council and pointed out alleged inequities in property assessments. Mr. Drewary Brown requested that programs be invewtigated which would help to develop minority businesses and Mr. George Ferguson, President of the Local Chapter of the NAACP addressed the Council to sanction the appointment of minority members of the Economic Development Area Committee. Th e re was a general discussion by the Council of a policy statement embodying the goals and objectives. A motion by Mr. Fife, seconded by Mr. Barbour that a committee be appointed consisting of two members of Council, City Manager to draft a policy statement, was defeated by the following vote. Ayes: Mr. Barbour and Mr. ~Fife. Noes: Mr. Brunton, Mr. Gatewood and Mrs. O'-Brien. The Mayor stated that she thinks the Council should do this as a committee of the whole. A motion by Mr. Gatewood, seconded by Mr. Brunton that the staff be directed to draft a policy statement embodying the goals and objectives for consideration by the Council, was unanimously adopted. It was generally agreed that the Council should meet with representative~ from the business community to develop the-structure and strategy for the Economic Development Committee, this meeting was set for January 9th at 8:15 p.m.
