323 <br /> <br />Resolution re: <br />Economic Development <br />Policy Statement <br /> <br />O'Brien. Noes: Mr. Gatewood. <br /> <br /> WHEREAS, this Council is aware of and shares the concern <br />being expressed in the community for the continued economic health <br />and well being of our city; and <br /> <br /> WHEREAS, the Council believes that strengthening the <br />City's over-all economy is essential for maintaining Charlottes- <br />ville as a community in which our citizens will want to live and <br />work; and <br /> <br /> WHEREAS, the Council recognizes that the tax base <br />generated by economic development helps to provide the revenue <br />necessary to support the essential public services and many of <br />the Civic and cultural amenities which have long made <br />Charlottesville a desirable home; and <br /> <br /> WHEREAS, the City Council agrees that the principal <br />impetus for economic growth must come from private investment <br />and that the business community must assern leadership in this <br />process; and <br /> <br /> WHEREAS, the City Council recognizes that government <br />actions have profound effects on the conomy of the community, and <br /> <br /> WHEREAS, the Council deems it appropriate that a clear <br />expression be made at this time of the basic policy of the city <br />government regarding economic development; and <br /> <br /> WHEREAS, such a policy has been the subject of a public <br />hearing befo~ the Council on December 19, 1977, and has further <br />been develoPed by the Council through discussions with <br />numerous citizens of the community, including a representative <br />group of business and civic leaders who attended a public <br />meeting with the Council on January 9, 1978; Now, therefore, be <br />it <br /> <br /> RESOLVED by the Council of the City of Charlottesville, <br />that the following goals and objectives constitute the economic <br />development policy of the City of Charlottesville: <br /> <br />GOALS <br /> <br />TO CREATE A CLIMATE, THROUGH DIRECT AND INDIRECT <br />PUBLIC ACTION, WHICH WILL STIMULATE PRIVATE <br />ENTERPRISE TO EXPAND AND/OR LOCATE IN THE CITY OF <br />CHARLOTTESVILLE IN ORDER TO STABILIZE AND EXPAND <br />THE TAX BASE AND IN ORDER TO PROVIDE PERMANENT <br />JOBS TO MEMBERS OF THE COMMUNITY. <br /> <br />TO SEEK AND ENCOURAGE ECONOMIC DEVELOPMENT ACTIVITY <br />WHICH WILL MAINTAIN AND ENHANCE THE QUALITY OF LIFE <br />IN THE CITY OF CHARLOTTESVILLE. <br /> <br />OBJECTIVES <br /> <br />Keeping businesses presently located in the city <br />from relocating outside of the city; <br /> <br />Quickly replacing those businesses which do relocate <br />outside of the city with others of equal or greater <br />revenue or job producing Capacity; <br /> <br />Identifying those types of new businesses most <br />likely to want to locate in the city and <br />encourage them to do so, with particular emphasis <br />on encouraging minority-owned businesses; <br /> <br />Do <br /> <br />Finding economincally productive uses for the <br />remaining tracts of vacant land in the city; <br /> <br />g o <br /> <br />Stimulating reinvestment in building rehabilitation <br />and expansion to make more productive uses of <br />presently develOped land in the city; and <br /> <br />Encouraging activities which will produce increased <br />employment opportunities for citizens of the city. <br /> <br /> ~ The City Council recognizes that the pursuit of economic <br />development and the quality of life may be conflicting goals at <br />times mn the future. The Council is committed to a thorough <br />evaluation of the cost and benefits to be exacted or realized by <br />this conflict in making future decisions. The Council is <br />further committed to make decisions on the basis of what is best <br />for the City of Charlottesville. The city government has a history <br />of seeking to protect and enhance to quality of life in <br />Charlottesville and will continue to do 'so. <br /> <br /> <br />
