A motion by Mr. Gatewood, <br /> seconded by Mr. Brunton that $25,500 be added to home ownership- <br /> rehabilitation, $18,000 be allocated for construction of Rialto <br /> Streen and $9,000 be allocated for construction of Palatine Avenue <br /> and $7,500 for sidewalk on Forrest Street was defeated by the <br /> following vote. Ayes: Mr. Brunton and Mr. Gatewood. Noes: Mr. <br /> Barbour, Mr. Fife and Mrs. O'Brien. <br /> <br /> A communication was presented from the Planning Commission <br />recommending that the application for a special permit to use <br />the property located at 503 Rugby Road and Lambeth Lane to construct <br />a sorority house for as many as 36 residents be approved for the <br />following reasons: 1. it is in harmony with the 1990 Land Use <br />Plan; 2. it is in harmony with the purpose of the R-3 disttict; <br />3. it will not adversely affect the neighborhood in terms of <br />public health, safety or general welfare; 4. the proposal <br />meets the applicable specific and general standards required by <br />the zoning ordinance and with the following conditions: 1. It <br />is recommended and encouraged that the north side facade be so <br />designed in such a way to provide privacy to the residents <br />especially as they relate to bedroom and bathroom space~ 2. on <br />condition that the grading and soil erosion plan be submitted <br />and approved prior to site p~l~ approval; 3. on condition <br />that the site~plan be approved with the following comments in <br />addition to the approval of the special permit by the City <br />Council: a. any additional outdoor lighting for safety reasons <br />should not adversely affect adjacent property; b. that the <br />drainage problem which may occur must be addressed before approval <br />in cooperation with the Engineering Department; c. it is <br />suggested that they seriously consider the installation of a <br /> <br />335 <br /> <br /> <br />
