W. <br />DENIED <br /> <br />Consideration re: <br />Ordinance - Rezoning <br />at the Corner of <br />llth Street, N.E. <br />and E. Jefferson <br />Streets <br /> <br />Work Session set <br />May 8th <br /> <br />Work Session set <br />May 22nd <br /> <br />Resolution re: <br />UMTA <br /> <br /> permit for a baseme' for personal use; and 4. <br /> <br /> Under the present law, the applicant can rent to two unrelated <br /> individuals so long as they live together as a single housekeeping <br /> unit. On motion by Mr. Fife, seconded by Mr. Brunton the <br /> recommendation ~of the Planning Commission was unanimously adopted. <br /> <br /> A communication was presented from the Planning Commission <br /> recommending that the petition to rezone from R-2 to B-2 property <br /> located at the northwest and southwest corners of Bailey Road <br /> and Fifth Street, S. W. be denied for the following reasons: <br /> 1. It is contrary to the 1990 Land Use Plan; 2. It would <br /> have an adverse impact .on surrounding newly developed residential <br /> area; 3. It would have an adverse imp~act on the natural <br /> environment requiring covering of the creek, major grading, and <br /> cutting of large trees on one part of the property; 4. There <br /> is a neighborhood commercially zoned lane available south of <br /> Harris Road in the Willoughby Subdivision zoned PUD and further <br /> down facing Fifth Street; and 5. The Planning Commission <br /> had designated Fifth Street as a scenic route and its <br /> importance as an entrance to the City be maintained. On motion <br /> by Mr. Brunton, seconded by Mr. Barbour the foregoing <br /> recommendation was unanimously adopted. Mr. Fife requested that <br /> the staff give consideration to the improvements which would <br /> enhance this entrance to the City. <br /> <br /> A communication was also presented from the Planning <br /> Commission recommending that a petition to rezone from R-2 to <br /> <br /> B-1 property located at the northeast corner of Ilth Street, N. E. <br /> and East Jefferson Street be denied due to the fact that the <br /> 1990 Land Use Plan changes and the public hearing forIJthem has <br /> not yet been held. The City Attorney advised the Council that <br /> it is not necessary to defer action on this rezoning until the <br /> 1990 Land Use Plan changes are made. An ordinance entitled <br /> <br /> "AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP INCORPORATED <br /> IN SECTION 31-4 OF THE ZONING ORDINANCE TO THE CODE OF THE CITY <br /> OF CHARLOTTESVILLE, 1976 BY THE REZONING OF A PARCEL OF LAND <br /> <br /> AT THE NORTHEAST CORNER OF llTH STREET, N. E. AND EAST JEFFERSON <br /> STREET IN THE CITY OF CHARLOTTESVILLE," was offered by Mr. Fffe, <br /> seconded by Mr. Brunnon and carried over to the nexn meeting for <br /> consideration. <br /> <br /> Mr. Fife requested that the Rugby Road area be again cons~.der~d <br />as a bicycle improvement area. A Work session was sen for May <br />8th to discuss this matter. <br /> <br /> A work session was set for May 22nd to discuss the formation <br />of an Economic Development Corporation. <br /> <br /> On motion by Mr. Brunton, seconded by Mr. Fife the following <br />resolution was unanimously adopted. <br /> <br /> WHEREAS, the City has been advised by the Urban <br />Mass Transportation Administration of the United State <br />Department of Transportation of approval of its application <br />for an amended capital grant under Project No. VA-03-0013, <br />providing for an increase in the number of radio units to <br />fifteen; and <br /> <br /> <br />
