Ayes: <br />Mr. Barbour, Mr. Brunton, Mr. Gatewood and Mrs. O'Brien. Noes: <br />None. (Mr. Fife, abstained) <br /> <br /> On motion by Mr. Fife, seconded by Mr. Gatewood the terms <br />for the Industrial Development Authority membems were set <br /> <br />as follows: <br /> <br />Mr. Billy Gitchell -- 1 year <br />Mr. Jack Chambers -- 1 year <br /> <br />Mr. Eric Heiner -- 2 years- <br />Mr. Dicky Tayloe -- 2 years <br /> <br />Mr'. Bill Harris -- 3 years <br />Mrs. Susie Sherwood -- 3 years <br /> <br />Mrs. Charlotte Scott -- 4 years <br /> <br /> Mrs. Virginia Germino addressed the Council and intrOduced <br />members of the Alcoholism Study Task Force who presented a <br />study on alcoholism by this task force. They stated that <br />this study was designed to give some background on alcoholism <br />and its treatment, to provide a complete inventory of the <br />existing resources, to deterS±ne numbers of loCal alcoholics, <br />and the numbers receiving various types of treatment and <br />cost to the community, and finally to determine the needs <br />of Charlottesville and recommendations to deal with these <br />needs. (The report which contains a number of recommendations <br />is on file with the minutes of this meeting.) The Mayor <br />suggested that a work session be set after July 1st to <br />discuss this~report in depth. <br /> <br /> Mr. Bob Stripling, Assistant City Manager addressed the <br /> Council and presented a revised Rugby Road Bicycle Way. He <br /> stated that the staff has reviewed the proposed Rugby Road <br /> Bicycle Way design and modified the staff design to reflect <br /> a project which could be built at a lower cost and with less <br /> impact on the adjacent property owners. He stated t~hat the <br /> revised design was confined to that part of Rugby Road between <br /> Grady Avenue and the Unitarian Church. He presented slides <br /> showing a five foot bicycle way on the south side of Rugby <br /> Road from Grady Avenue to Wayside Place and a similar. <br /> bicycle way on the north side of Wayside Place to the Unitarian <br /> Church. He stated that this proposal would essentially widen <br /> the paved area of the street by five feet without removing <br /> or constructing sidewalks with the exception of a small <br /> portion in front of 700 Rugby Road~ He stated that the major <br /> impact will be on ~he Kappa Alpha Fraternity, Mrs. Beulah <br /> Doffelmoyer and Mr. Ted Hogshire which would require the <br /> removal of vegetation, trees and shrubs. He stated that the <br /> staff does not believe that this project will significantly <br /> contribute to the safety of bicycle traffic on Rugby Road. <br /> Mr. Ted Hogshire and Mr. Richard Moore speaking for Mrs. <br /> Doffelmoyer addressed the Council in opposition to the <br /> proposed bicycle way.
