Ordinance re: Rezoning property at 848 West Street Ordinance re: Permitting a change in concept of the development known as Willoughby Presentation re: Lloyd Smith - Cable Duplication Issue Presentation re: Report of the Treasurer's List-:of Delinquent and Erroneous Taxes An ordinance entitled "AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 31-4 OF THE ZONING ORDINANCE 'OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, BY THE REZONING OF A PARCEL OF LAND IN THE VICINITY OF WEST STREET IN THE CITY OF CHARLOTTESVILLE," which was offered at the meeting of the Council on June 19, 1978, was adopted by the following recorded vote. Ayes: Mr. Brunton, Mr. Gatewood and Mrs. O'Brien. Noes: Mr. Barbour. Mr. Fife, Abstained. An ordinance entitled "AN ORDINANCE FURTHER TO AMEND THE ORDINANCE ADOPTED MARCH 16, 1976 AND AMENDED JANUARY 18, 1978, WHICH GRANTED A PLANNED UNIT DEVELOPMENT ZONING CLASSIFICATION FOR THE'PROPERTY KNOWN AS WILLOUGHBY," which was offered at the meeting of the Council on June 19, 1978, was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. Mr. Lloyd Smith, representing Station WVIR-TV and Mr. Harold Wright, Station Manager of WVIR-TV addressed the Council in protest of the resolution which Council adopted June 19th requesting the F.C.C. to deny the request for reconsideration with respect to Netword P~ogram Exclusivity protection by Cable Television Stations. They stated that the ruling which the F.C.C. has been ask to reconsider could have a great economic impact on their station locally. Mr. Wright stated that his station could lose a third of its viewers and there- fore lose a third of its revenues. A work session on this matter was set for July 6th at 7:30 P.M. A motion by Mr. Fife, seconded by Mr. Brunton that unanimous consent be given to the consideration of a matter which is not on the agenda, was unanimously adopted. The following report was presented: June 23, 1978 Members of City Council Charlottesville, Virginia Dear Councillors: We have examined the Treasurer's List of 1976 Delinquent and Erroneous Taxes, dated October 25, 1977 in the amounts of $286,806.59 for 1976 and $27,184.64 (erroneous) for 1976. The erroneous taxes reflect the assessments abated by the Board of Equalization for Real Estate and on property acquired by Governmental Agencies on which no taxes are assessable and duplicate assessments on Personal Property. We recommend that the lists be accepted, and that the erroneous taxes be charged off and that the City Treasurer be instructed to continue to collect the delinquent taxes. 397
