Request re: Storm <br />Drainage improvements - <br />500 block Caroline <br />Avenue <br /> <br />Staff Report re: Monticello <br />Area Community Action <br />Agency Fuel Program <br /> <br />Staff Repqrt re: Removal <br />of on-street parking <br />meters dowhtown <br /> <br /> Mr. Buck asked Mm~'°Wadtington~. ~,~ , whether the additional <br /> infozmation she had heard tonight had caused her position to <br /> change. She answered that if the basements are filled in <br /> she did not feel the cost savings would be as great as <br /> the owner anticipated, but it would perhaps be somewhat less <br /> unsightly. The City Manager stated that if the demolition <br /> is granted the basements must be filled so as not to <br /> become a safety hazard. Mr. Martin stated that the agree- <br /> ment with Mr. Cox will meet all conditions and requirements <br /> of the City. A motion by Mr. Gatewood, seconded by Mr. <br /> Buck that the Council .grant the appeal of Mr. Carl Fisher <br /> for demolition of the two buildings on High Street subject <br /> to the conditions as set out by Mr. Muse, was adopted by the <br /> following recorded vote.. Ayes: Mr. Brunton, Mr. Buck, Mr. <br /> Gatewood and Mrs. O'Brien. Noes: None. Absent: Mr. Albro. <br /> <br /> A petition was presented from the residents and property <br /> owners requesting storm drainage improvements along the <br /> <br /> 500 block of Caroline Avenue. The City Manager stated that <br /> the staff had investigated this request and that the only <br /> solution is the installation of curb and gutter, or sidewalks <br /> and curb and gutter along this street, but that the City has <br /> not participated in the cost of such improvements for <br /> several years. Several of the petitioners addressed Council <br /> in support of the petition. The Mayor advised these people <br /> that the City is in the process of establishing criteria and <br /> priorities for needed storm drainage projects and that <br /> public hearings will be held on ~September 5th and September <br /> 25th to discuss these matters. <br /> <br /> A staff report was presented .concerning the Monticello <br /> Area Community Action Agency-Utility Relief Program which was <br /> discussed at the meeting of August 7, 1978. The report <br /> recommended: that MACAA be requested to return the unused <br /> balance of Utility Relief Program funds; that extension of <br /> the Utility Relief Program would require submission of a new <br /> proposal by MACAA; and that MACAA explore other alternatives <br /> including funding from Albemarle County for wood storage. <br /> On motion by Mrs. O'Brien~ seconded by Mr. Gatewood the <br /> staff recommendations were unanimously adopted. <br /> <br /> The City Manager presented ~a report concerning the removal <br />of the on-street parking meters in the downtown area. He <br />-stated that the purpose of removing the meters is to <br />continue to establish a better climane for shopping and <br />conducting business in the downtown area. The report <br />stated that the annual net revenue loss ~o the City b y <br />the removal of the. 139 meters between Water! and Market <br />Streets is approximately $10,000; and the removal of the <br />meters between Market and High Streets and between Water <br />and South Streets would result in an additional $13,350 <br />loss. The report recommended: 1. Removal of the parking <br />meters on downtown streets on a permanent basis with the <br /> <br /> <br />
