Consideration re: Rezoning <br />property at 507 and 525 <br />Locust Avenue from <br />R-2 to B-1 <br /> <br /> THE DISTRICT MAP~.~NCORPORATED IN SECTION 31-4 OF THE CODE <br /> OF'THE CITY OF CHARLOTTESVILLE, 1976, BY THE REZONING OF <br /> PROPERTY ~LONG NORTH FIRST STREET IN THE CITY OF CHARLOTTES- <br /> <br /> VILLE,'' was offered by Mrs. O'Brien, seconded by Mr. Buck <br /> and carried over to the next meeting for consideration. In <br /> seconding the ordinance Mr. Buck stated that there is <br /> abundant evidence of a change in circumstances in the <br /> property on First Street. In the last five years, five <br /> structures that have been owned by. absentee landlords have <br /> changed and are now owner occupied, and four vacant structures <br /> are now owner-occupied. There has been a reduction in <br /> rental units, clearly the ~character of the property has <br /> changed, those that have been owned for investment purposes <br /> are now owner occupied. Of the properties that have rental <br /> units, the rental units are only incidental and the properties <br /> are primary residences .of the owner. It has been indicated <br /> that the children under the age of 18 years has increased <br /> from 6 to 21. The character of the use of the property~has <br /> changed, there are more families living in the neighborhood. <br /> The professional appraiser, who spoke at the public hearing, <br /> indicated that the valUe of the property for one or two <br /> family use exceeds the value for multiple family use. The <br /> owners of the property will not be hurt by this rezoning <br /> since they are getting the maximum amount of value for the <br /> property. It is important to note that the single family <br /> use has resulted in tremendously upgrading the value of <br /> <br /> 22 structures, fourteen have had major renovation or in the <br /> process of renovation.. WhaE is going on there is obviously <br /> very good for the downtown economy and the preservation of <br /> the Historic District. <br /> <br /> Mr. Buck also suggested that the Planning Staff and <br /> Planning Commission consider allowing three apartments by <br /> special permit in an R-2 zone where there has been a <br /> preexisting use. Mr. Buck was advised that the Planning <br /> Commission now has such a change under consideration. <br /> <br /> A communication.was presented from the planning Commission <br />recommending approval of a petition to rezone from R-2 <br />to B-1 properties located at 507 and 525 Locust Avenue <br />for the following reasons: 1. The recommendation of the <br />Martha Jefferson Hospital' Impact Study support the plan <br />concept change to office use in a unified manner; and 2. <br />The rezoning will not have a significant adverse impact <br />-on the surrounding neighborhood. An ordinance entitled <br />"AN ORDINANCE~AMENDtNG.ANb REENACTING THE DISTRICT MAP <br />INCORPORATED IN SECTION 31-4 OF THE ZONING ORDINANCE OF <br />THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, BY THE <br />REZONING OF TWO PARCELS LOCATED ON LOCUST AVENUE IN THE <br /> <br />CITY OF CHARLOTTESVILLE," was offered by Mr. Gatewood, seconded <br />by Mrs. O'Briem and carried over to the next meeting for <br />consideration. <br /> <br />4'2 7 <br /> <br /> <br />
