Mr. Buck stated that due to a possible conflict <br />of interest he would not participate in this disoussion. <br />Mrs. O'Brien stated that this plan separates the bike <br />trail from the road and provides a degree of safety for <br />pedestrians and she .thinks this proposal is a most <br />efficient use of the land to provide some degree of <br />safety for both. A motion by Mrs. O'Brien, seconded by <br />Mr. Brunton that we proceed with the project on the <br />west side, was adopted by the following recorded~vote. <br />Ayes: Mr. Brunton, Mr. Gatewood and Mrs. O'Brien. <br />Noes: Mr. Albro. Abstained: Mr, Buck. <br /> <br /> A member of the neighborhood association stated <br />that the neighborhood is trying to work up an <br />evaluation of what the neighborhood needs, but this <br />decision is contrary to neighborhood opinion and <br />prevents the neighborhood from having any input into <br />what the neighborhoOd thinks is needed. The Council <br />agreed to delay construction until the neighborhood is <br />heard from. <br /> <br /> Mr. Bob Stripling addressed the Council and stated <br /> that last year at the suggestion of the Chairman of the <br /> Board of Supervisors of Albemarle County we had a one <br /> day group of. presentations by regional agencies concerning <br /> their budget requests and asked if the Council wished <br /> to follow this procedure again. He stated that this <br /> year, at the suggestion of Mrs. O'Brien, he has requested <br /> the budget officers to refer their budget to the Social <br /> Development Commission so that they may examine those <br /> agencies and give some guidance on what the various <br /> agencies are doing, what their impact is on the City, <br /> and how their services match the City's objectives. Mrs. <br /> O'Brien stated that the meetings met their original <br /> objectives and she had no problem with discontinuing them. <br /> <br /> The resolution appropriating $15,000 for the MACAA- <br /> Fuel Relief Program, which was offered at the meeting of <br /> the .Council on November 6, 1978, was adopted by the <br /> following recorded vote. Ayes: Mr. Albro, Mr. Brunton, <br /> Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br /> The resolution appropriating $10,920 for year <br /> <br /> end budget adjustments, which was offered at the meeting <br /> of the Council on.November 6, 1978, was adopted by <br /> <br /> the following recorded vote.
