Consideration re: Appropriation $12,000 -~ Social Services 463 On ~!g~oq by Mr. Albro, seconded by Mr. Buck the following resolution 'was offered and carried over to the next meeting for consideration. BE IT RESOLVED by the Council of the City of Charlottesville that the sum of $12,000.00 is hereby appropriated from the Social Services Fund to expenditure account no. 18-11030 to fund the cost of employment Of a volunteer coordinator in the Department of Social Services for the 1978-79 fiscal year; provided that such appropriation shall be Subject to the receipt by such'fund of revenue from the Cormnonwealth of Virginia in a like amount; and be it further Consideration re: $3,355 -- RSVP Appropriation RESOLVED that the sum of $3,000.00 previously appropriated for such program in the Anti Recession Fiscal Assistance Account in the Grants Fund is hereby transferred to the Social Services Fund and reappropriated to expenditure account no. 18-11030 for such purpose. On motion by Mrs. O'Brien, seconded by Mr. Albro the following resolution was offered and carried over to the next meeting for consideration. Resolution re: Ch'ville- Albemarle Clean Community Commission BE IT RESOLVED by the Council of the City of Charlottesville that the sum of $3,355.00 is hereby appropriated from the Grants Fund to expenditure account 11-51070 to be combined with funds previously appropriated for the purchase of a replacement van for the RSVP program; provided that such appropriation is subject to the receipt by the Grants Fund of a like amount in revenue from the federal ACTION program. On motion by Mrs. O'Brien, seconded by Mr. Gatewood the following resolution was unanimously adopted. WHEREAS the Charlottesville City Council recognizes the existence of a litter problem within the boundaries of the City of Charlottesville; and WHEREAS the Virginia Litter Control Act of 1976 provides through the Department of Conservation and Economic Development, Division of Litter Control, for the allocation of public funds in the form of grants for the purpose of promoting enforcement of anti-litter statutes and ordinances and for the purpose of enhancing local litter connrol programs; and WHEREAS having reviewed and considered the Regulations and the application covering administration and use of said funds Council: BE IT RESOLVED that the Charlottesville City Hereby endorses and supports such a program for the City of Charlottesville; and Hereby expresses the intent to combine with the County of Albemarle in a mutually agreed upon and coordinated program, contingent on approval of the Application by the Department of Conservation and Economic Development, Division of Litter Control, and contingent on receipt of funds; and Hereby authorizes the Charlottesville Albemarle Clean Community Commission (CAC3) to plan and budget for a coordinated anti-litter program, which shall represent said program for all localities named in this resolution; and Further-au:thorizes the Charlottesville Albemarle Clean Community Commission (CAC~) to apply on behalf of all the above named localities ~or a grant, and to be responsible for the administration, implementation, and completion of the program as it is described in the attached application form LC-G-l; and Further accepts responsibility jointly with the Charlottesville Albemarle Clean Community 'Commission (CAC3) and County of Albemarle for all phases of the program; and
