VOGT AND MR.'WRIGHT, ABSENT: NONE. <br /> DR. C. SPURGEON PASCHALL~ PASTOR OF BELMONT BAPTIST CHURCH~ GAVE THE INVOCATION. <br /> <br /> THE MINUTES OF THE MEETINGS OF MARCH 177 1969 AND MARCH 24~ 1969 WERE READ AND <br />APPROVED. <br /> <br /> MR. CHARLES WEBB~ ATTORNEY FOR CHARLOTTESVILLE FAIR HOUSING COMMITTEE~ ~NC. <br />ADDRESSED THE COUNCIL AND PRESENTED A PROPOSED FAIR HOUSING ORDINANCE WHICH HE <br />REQUESTED COUNCIL TO ADOPT. SEVERAL PEOPLE ADDRESSED THE COUNCI~ SOME IN FAVOR AND <br />SOME iN OPPOSITION TO THE PROPOSED ORDINANCE. A MOTION BY MR. VAN YAHRES~ SECONDED 9Y <br />MR. RINEHART~ THAT THE PROPOSED ORDINANCE BE REFERRED TO THE CiTY ATTORNEY FOR POSSIBLE <br />RE-DRAFTING~ AND THE MAYOR SET A DATE IN THE NEAR FUTURE FOR A PUBLIC HEARING WAS <br />DEFEATED BY THE FOLLOWING VOTE: AYES: MR. VAN YAHRES. NOES: MR. DAVIS~ MR. RINEHART~ <br />MR. VOGT AND MR. WRIGHT. <br /> <br /> MR. A, KEENE BYRD~ CHAIRMAN OF THE INTER-RACIAL COMMITTEE~ PRESENTED A REPORT OF <br />THE ACTIVITIES OF THE COMMITTEE. HE OBSERVED THAT THE COMMITTEE IS TWO LARGE MAKING <br />IT COMPLETELY UNMANAGEABLE. HE RECOMMENDED THAT THIS COMMITTEE BE ESTABLISHED BY <br />ORDINANCE WITH THE SAME STATUS AS OTHER COUNCIL COMMITTEES AND COMMISSIONS. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM GIBRALTAR INDUSTRIES REQUESTING FACTORY <br />INSPECTIONS ON PLUMBING AND ELECTRICAL SYSTEMS FOR ITS FACTORY ASSEMBLED HOMES, THE <br />CITY MANAGER ADVISED THE COUNCIL THAT AN AGREEMENT HAD BEEN REACHED WITH OTHER <br />MANUFACTURERS THAT FACTORY INSPECTIONS WILL BE MADE IN CASE OF GROUP PURCHASES FOR <br />CHARLOTTESVILLE. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE PRESIDENT OF THE COMMUNITY ACTION <br />ORGANIZATION ADVISING THAT THE GRANT FOR THE HOPE HOUSE PROGRAM HAS BEEN REDUCED AND <br />REQUESTING AN APPROPRIATION OF ~3~000,00 FOR THE 1969-70 YEAR. ACTION ON THIS REQUEST <br />WAS DEFERRED UNTIL THE NEXT MEETING. <br /> <br /> ON MOTION BY MR. WRIGHT~ SECONDED BY MR. B. 90 P. 39~ SITUATED ON KING <br />STREET AT ITS INTERSECTION WITH lOTH STREET~ S. W. (FORMERLY VALENTINE STREET)~ <br />IN THE CITY OF CHARLOTTESVILLE~ VIRGINIA~ KNOWN BY PRESENT STREET NUMBERING AS <br />1000 KING STREET~ ENCROACHES SLIGHTLY~ FROM 0.9 OF A FOOT TO 1.1 FEET~ ON SAID <br />~OTH STREET~ S.
