DAVIS, HR. RINEHART~ MR. VAN YAHRES, MR. VOGT AND MR. WRIGHT. ABSENT: NONE. <br /> REV. DANIEL R. LowE, PASTOR OF MOUNT VIEW BAPTIST CHURCH~ GAVE THE INVOCATION. <br /> THE MINUTES OF THE MEETING OF NOVEMBERS, 1969 WERE READ AND APPROVED. <br /> <br /> A PUBLIC HEARING WAS HELD ON THIS DATE ON A REQUEST TO REZONE FROM R-2 RESIDENTIAL <br />TO B-3 BUSINESS, THE PROPERTY ON SIXTH STREET, S. ED KNOWN AS THE M. C. THOMAS WAREHOUSE° <br />A REPORT WAS PRESENTED FROM THE PLANNING COMMISSION RECOMMENDING THE CHANGE. MR. LOYD <br />REYNOLDS, MANAGER OF M. C. THOMAS ADDRESSED THE COUNCIL IN SUPPORT OF THE PETITION. <br /> <br /> AN ORDINANCE ENTITLED "AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP INCORPORATED <br /> <br />IN SECTION 4 OF ARTICLE III OF APPENDIX II OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1965~ BY THE REZONING OF A PARCEL OF LAND ON SIXTH STREET, S. E." WAS OFFERED BY MR. <br /> <br />WRIGHT, SECONDED BY MR. RINEHART, AND ADOPTED BY THE FOLLOWING RECORDED VOTE: AYES: MR. <br />DAVIS, MR. RINEHART, MR. VOGT AND MR. WRIGHT. NOES: MR. VAN YAHRES. <br /> <br /> A PUBLIC HEARING WAS ALSO HELD ON A REQUEST TO REZONE THE FRY'S SPRINGS BEACH CLUB <br />PROPERTY FROM e-2 RESIDENTIAL TO R-3 MULTIPLE DWELLING. PETITIONS CONTAINING <br />APPROXIMATELY 400 SIGNATURES WERE PRESENTED IN OPPOSITION TO THE REQUEST. A REPORT WAS <br />PRESENTED ~ROM THE PLANNING COMMISSION RECOMMENDING AGAINST THE CHANGE. ON MOTION BY <br />MRo RINEHART, SECONDED BY MR. WRIGHT, THE RECOMMENDATION OF THE PLANNING COMMISSION WAS <br />UNANIMOUSLY ADOPTED. <br /> <br /> MR. WALTER SMITH ADDRESSED THE COUNCIL AND PRESENTED THE FOLLOWING PROPOSALS: <br /> <br />(1) REQUESTED THAT THE COUNCIL ADOPT A RESOLUTION ENDORSING THE PRESIDENT'S STAND IN <br />VIET NAM; (2) REFER TO A COMMITTEE ALL MATTERS WHICH APPEAR TO BE SO CONTROVERSIAL IN <br />NATURE AS TO CREATE THE ABSENCE OF DECORUM IN COUNClL~ AND (3) A FULL TINE ASSISTANT <br />FOR THE COMMONWEALTHtS ATTORNEY. THE MAYOR INFORMED MR. SMITH THAT THESE PROPOSALS <br />WOULD BE GIVEN DUE CONSIDERATION. ON MOTION BY MR. WRIGHT, SECONDED BY MR. EINEHART~ <br />THE CITY ATTORNEY WAS INSTRUCTED TO DRAFT A RESOLUTION AS pROPOSED BY MR. SMITH BY <br />THE FOLLOWING VOTE: AYES: MR. DAVIS, MR. RINEHART~ MR. VOGT AND MR. WRIGHT. NOES: MR. <br />VAN YAHRES. <br /> <br /> REQUESTS FOR REZONtNG ON FIFTH STREET~ So W. AND AT 724 CHERRY AVENUE WERE REFERRED <br />TO THE PLANNING COMMISSION FOR RECOMMENDATION. <br /> <br /> THE FOLLOWING REPORT WAS PRESENTED: <br /> <br />THE CiTY COUNCIL <br />CItY OF CHARLOTTESVILLE <br />CHARLOTTESVILLE, VIRGINIA <br /> <br />GENTLEMEN: <br /> <br />NOVEMBER 14, 1969 <br /> <br /> WE HAVE EXAMINED THE CITY TREASURER'S LIST OF 1968 DELINQUENT AND <br />ERRONEOUS TAXES, DATED JUNE 30, 1969~ IN THE AMOUNTS OF 4t52,466.24 AND <br />~;7, 563.79 RESPECT I VELY. <br /> <br /> THE ERRONEOUS TAXES ARE THE RESULT OF CHURCHES AND GOVERNMENTAL <br />AGENCIES ACQUIRING PROPERTY ON WHICH NO TAXES ARE ASSESSABLE, AND <br />DUPLICATE ASSESSMENTS ON PERSONAL PROPERTY. <br /> <br /> WE RECOMMEND THAT THE LtST BE ACCEPTED, THAT THE ERRONEOUS TAXES <br />BE CHARGED OFF, AND THAT THE CITY TREASURER BE INSTRUCTED TO CONTINUE <br />TO COLLECT THE DELINQUENT TAXES, <br /> <br />RESPECTFULLY SUBMITTED, <br /> <br />K, E.
