WRIGHT. <br /> <br /> A PUBLIC HEARING WAS HELD ON THIS DATE ON PROPOSED CHARTER AMENDMENTS AS FOLLOWS: <br /> AMEND SECTION 27 TO REMOVE THE 5~ MAXIMUM INTEREST RATES ON LONG TERM BOND ISSUES. <br /> ADD NEW SECTION NUMBERED 50.3 RELATED TO CONFLICT OF INTEREST. <br /> <br /> ADD NEW SECTION NUMBERED 50.2 RELATED TO ISSUANCE Of SEARCH WARRANTS TO HEALTH OFFICERS <br />AND ~HERS FOR ROUTINE INSPECTIONS. <br /> <br /> ADOPTION OF MODEL CHARTER POWERS BY REFERENCE. <br /> <br /> AMEND SECTION 14(A) TO FACILITATE CERTAIN ONE AND TWO FAMILY HOUSING PROGRAMS. <br /> <br /> EACH OF THE ProPOSED AMENDMENTS WAS READ AND DISCUSSED. <br /> <br /> MR. TURNER~ ON BEHAlf OF THE HOUSING AUTHORITY, SPOKE IN SUPPORT <br /> / <br />OF THE AMENDMENT TO SECTION 14(A) AND REQUESTED THAT THE REFERENDUM REQUIREMENT BE <br />REMOVED FROM MULTI FAMILY CONSTRUCTION AS WELL.~ <br /> <br />ON MOTION BY MR. RINEHART, SECONDED BY MRo VAN ~HRES~ IT WAS UNANIMOUSLY RESOLVED <br />THAT THE COUNCIL REQUEST THE GENERAL ASSEMBLY~ THROUGH SENATOR JAMES H. MICHAEL~ JR. AND <br /> <br />DELEGATE C. HAILSTALK GAVE THE INVOCATION. <br /> <br /> THE MINUTES OF THE MEETINGS OF NOVEMBER 17~ 1969, NOVEMBER 18~ 1969 AND NOVEMBER <br /> <br />24, 1969 WERE READ AND APPROVED. <br /> <br /> MRS. NANCY GREEN~ CHAIRMAN OF THE LOCAL WELFARE RIGHTS ORGANIZATION ADDRESSED THE <br />COUNCIL AND REQUESTED AN ANSWER TO THE ORGANIZATiON~S REQUEST FOR ADDITIONAL CLOTHING <br />ALLOWANCE. THE MAYOR ADVISED MRS. GREEN THAT THE MATTER HAD BEEN REFERRED TO THE STATE <br />AGENCY~ AND THE COUNCIL WAS WAITING FOR PROFESSIONAL GUIDANCE FROM THE STATE. ON MOTION <br />BY MR° DAVIS~ SECONDED BY MR. VAN YAHRES~ THE FOLLOWING POLICY WAS ADOPTED AS A GUIDE <br />FOR THE WELFARE DEPARTMENT BY THE FOLLOWING VOTE: AYES: MR. DAVIS~ MR. RINEHART~ MR. VAN <br />YAHRES AND MR. VOGT. NOES: MR. WRIGHT: "IF THERE ARE ANY ADC SCHOOL CHILDREN WHO DO NOT <br />HAVE SUFFICIENT CLOTHES TO PROPERLY CLOTHE THEM THAT THE SUPERINTENDENT OF THE WELFARE <br />DEPARTMENT BE AUTHORIZED TO SECURE CLOTHES FOR THESE CHILDREN." <br /> <br /> MR. LEWIS A. MARTIN, JR., ON BEHALF OF THE YELLO~ TRANSIT COMPANY~ PRESENTED A <br />REQUEST FOR A BUS FARE INCREASE FROM ~O~ TO 25~. THIS REQUEST WAS REFERRED TO A <br />COMMITTEE COMPOSED OF Mr. RINEHART AND MR. WRIGHT FOR RECOMMENDATION. <br /> <br /> THE RESOLUTION APPROPRIATING ~6~13.O0 FOR THE ClTY]S SHARE OF THE COST OF ~ GAS <br /> <br />LINE IN PEYTON DRIVE~ WHICH WAS OFFERED AT THE MEETING OF THE COUNCIL ON NOVEMBER 17~ 1969~ <br />WAS ADOPTED BY THE FOLLOWING RECORDED VOTE: AYES: ~R.
