FIFE, MR~ HARRY A. TENNEY WAS APPOINTED TO THE SCHOOL BOARD <br /> <br />FOR A THREE YEAR TERM EXPIRING JUNE 30, 1974 BY THE FOLLOWING VOTE: AYES: MR. <br /> <br />BARBOUR, MR. FIFE AND HR. VAN YAHRES. NOES: HR. DAVIS AND MR. WRIGHT. <br /> <br /> MR. JOHN HUNDLEY ADDRESSED THE COUNCIL AND SUGGESTED THAT THE WINNER OF THE CITY <br />SEAL CONTEST~ AS DETERMINED BY THE COMMITTEE, BE ANNOUNCED AND THE PRIZE AWARDED <br />ACCORDING TO THE RULES OF THE CONTEST, BUT SUGGESTED THAT MUCH CONSIDERATION BE GIVEN <br />AS TO THE USE OF THE WINNING ENTRY. HE REQUESTED COUNCIL TO GIVE HIM AN OPPORTUNITY AT <br />THE NEXT MEETING TO PRESENT SAMPLES OF COMMERCIALLY DESIGNED CITY AND STATE SEALS BEFORE <br />A DECISION IS REACHED ON ADOPTING THE WINNING ENTRY AS THE OFFICIAL SEAL OF THE CITY OR <br /> <br />AS A LOGO. ANNOUNCEMENT OF THE WINNER WAS DEFERRED UNTIL THE MEETING OF JULY 6, 1971. <br /> <br />A COMMUNICATION WAS PRESENTED FROM THE JAY:ELS REQUESTING PERMISSION TO USE MCINTIRE <br />PARK FOR A KIDDIE FUN FAIR FROM AUGUST 30TH TO SEPTEMBER tlTHo THIS REQUEST WAS REFERRED <br /> <br />TO THE CITY MANAGER FOR RECOMMENDATION. <br /> ON MOTION THE HEETING ADJOURNED. <br /> <br />COUNCIL CHAMBER - JULY 6, 1971 <br /> <br /> THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEMBERS PRESENT: <br />MR. BARBOUR~ MR. DAVtS~ MR. FIFE~ MR. VAN YAHRES AND MR. WRIGHT. ABSENT: NONE. <br /> <br /> REV. CARROLL C. GOODRIDGE, PASTOR OF ALDERSGATE UNITED HETHODIST CHURCH, GAVE THE <br />INVOCATION. <br /> <br /> THE MINUTES OF THE MEETING OF JUNE 21~ 1971 WERE APPROVED AS PRESENTED. <br /> <br /> MR. CLYDE GOULDMAN ADDRESSED THE COUNCIL AND PRESENTED A COMMUNICATION FROM EORMER <br />COUNCILMEN AND FORMER CITY OFFICIALS REQUESTING THAT THE CITY COUNCIL FORMALLY REQUEST <br />ITS REPRESENTATIVES TO THE GENERAL ASSEMBLY TO DO WHATEVER POSSIBLE TO CREATE TWO <br />LEGISLATIVE DISTRICTS TO REPLACE THE PRESENT TWO-MEMBER DISTRICT. ON MOTION BY MR. FIFE~ <br />SECONDED BY MR. BARBOUR~ THE FOLLOWING RESOLUTION WAS ADOPTED BY THE FOLLOWING VOTE: <br />AYES': MR. BARBOUR, MR. FIFE AND ~. VAN YAHRES. NOES: MR. DAVIS AND MR. WRIGHT. <br /> <br /> WHEREAS, THE CITY OF CHARLOTTESVILLE tS PRESENTLY PART OF A TWO-MEMBER <br />LEGISLATIVE DISTRICT FOR THE VIRGINIA HOUSE OF DELEGATES, CONSISTING OF THE CITY <br />OF CHARLOTTESVILLE~ THE COUNTIES OF FLUVANNA AND GREENE AND PARTS OF THE COUNTIES <br />OF ALBEMARLE AND ROCKINGHAM; AND <br /> <br /> WHEREAS~ THE CITY OF CHARLOTTESVILLE AND SUBURBAN PARTS OF ALBEMARLE <br /> <br />COUNTY WOULD HAVE SUFFICIENT POPULATION TO CREATE A StNGLE-HEMBER LEGISLATIVE <br /> <br />DISTRICT FOR THE HOUSE OF DELEGATES; AND <br /> <br /> WHEREAS, THIS PROPOSED SINGLE-MEMBER DISTRICT WOULD BE COMPACT AND <br /> <br />SHARE A COMHUNITY OF INTERESTS; AND <br /> <br /> WHEREAS, THE REMAINING RURAL AREAS WOULD SHARE A DIFFERING COMMUNITY <br /> <br />OF INTEREST; AND <br /> <br /> WHEREAS, COUNTY LINES HAVE NOW BEEN BROKEN:IN ALBEMARLE AND IN VARIOUS <br /> <br />OTHER PARTS OF THE STATE~ THE FEDERAL COURT HOLDING THAT THE ~TATE HAD PROVED NO <br />GOVERNMENTAL NECESSITY FOR STRICTLY ADHERING TO POLITICAL SUBDIVISION LINES~ AND <br /> <br /> WHEREAS~ THE INTERESTS OF BOTH THE URBAN AND RURAL AREAS IN THIS <br /> <br />DISTRICT WOULD BE BEST SERVED BY HAVING SEPARATE DISTRICTS; <br /> <br /> NOW~ THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br />CHARLOTTESVILLE REQUESTS ITS REPRESENTATIVES TO THE GENERAL ASSEMBLY TO WORK <br />IN WHATEVER WAY POSSIBLE TO CREATE TWO LEGISLATIVE DISTRICTS TO REPLACE THE <br />PRESENT TWO-MEMBER DISTRICT, ONE SUCH DISTRICT TO CONSIST OF THE CITY OF <br />CHARLOTTESVILLE AND ADJACENT SUBURBAN AREAS OF ALBEMARLE COUNTY AND ONE SUCH <br /> <br /> <br />
