BARBOUR, MR. DAVIS~ MR. FIFE, MR. <br />VAN YAHRES AND MR. WRIGHT. NOES: NONE. <br /> <br /> A REQUEST WAS PRESENTED FROM THE YOUTH ACTION COMMITTEE FOR PERMISSION TO USE THE <br />COUNCIL CHAMBER FOR ITS MEETING ON SEPTEMBER 8, 1971. A MOTION BY HRo WRIGHT, SECONDED <br />BY MR. BARBOUR THAT PERMISSION BE GRANTED FOR THIS MEETING, AND THAT A COMMITTEE BE <br />APPOINTED TO FORMULATE A POLICY FOR APPROPRIATE USE OF THE COUNCIL CHAMBER BY OTHER GROUPS, <br />WAS UNANIMOUSLY ADOPTED. THE MAYOR APPOINTED MR. RUSH, MR. HENDRIX~ HR. DAVIS AND MR. HA1LSTALK GAVE THE INVOCATION. <br /> <br /> THE MINUTES OF THE MEETING OF SEPTEMBER 7, 1971 WERE APPROVED AS PRESENTED. <br /> <br /> THE CITY MANAGER PRESENTED A REQUEST FROM THE OFFICE OF VOLUNTEER COMMUNITY SERVICES <br /> <br />AT MADISON HALL FOR MATCHING FUNDS TO ENABLE THIS ORGANIZATION TO APPLY FOR A FEDERAL GRANT. <br />MR. HENDRIX EXPLAINED THE VARIOUS FUNCTIONS OF THE ORGANIZATION~ AND RECOMMENDED GRANTING <br />THE REQUEST. ON MOTION BY MR. FIFE, SECONDED BY MR. BARBOUR, THE FOLLOWING RESOLUTION WAS <br />OFFERED AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION: <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br /> <br /> THAT ~5~474.00';BE AND THE SAME IS HEREBY APPROPRIATED IN ACCORDANCE <br /> <br /> WITH THE FOREGOING RECOMMENDATION. <br /> <br /> HR. JACK CAMBLOS ADDRESSED THE COUNCIL AND REQUESTED THE COUNCIL TO ADOPT A RESOLUTION <br />OF COHMENDATION FOR OFFICERS NORFORD AND BRYANT FOR THEIR OUTSTANDING WORK ON THE RIDDLE <br />MURDER CASE. AFTER A LENGHTY DISCUSSION, ON MOTION BY MR. WRIGHT~ SECONDED BY MR. DAVIS, THE <br />FOLLOWING RESOLUTION WAS UNANIMOUSLY ADOPTED: <br /> <br /> WHEREAS, ON AUGUST 21, 1971, A BRUTAL ROBBERY AND MURDER TOOK PLACE IN <br />THE CITY OF CHARLOTTESVILLE, AND <br /> <br /> WHEREAS~ DETECTIVES WILLIE H. BRYANT AND MANNIE ~. NORFORD WERE ASSIGNED <br />TO INVESTIGATE THE CIRCUMSTANCES, AND <br /> <br /> WHEREAS, BY EXTREME DILIGENCE AND LONG HOURS OF HARD WORK THEIR INVESTIGATION <br />HAS BEEN SUCCESSFULLY COMPLETED, <br /> <br /> NOW, THEREFORE~ BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />THAT THE COUNCIL HEREBY COMMENDS DETECTIVES BRYANT AND NORFORD FOR THEIR DEVOTION TO <br />DUTY AND INVESTIGATIVE SKILLS. <br /> <br /> BE IT FURTHER RESOLVED THAT THE CLERK OF THE COUNCIL IS DIRECTED TO SPREAD <br />THE TEXT OF THIS RESOLUTION IN THE MINUTES OF THIS MEETING AND TO FURNISH A COPY HEREOF <br />TO EACH OF THE NAMED OFFICERS. <br /> <br /> THE CITY MANAGER ADVISED THE COUNCIL THAT HE HAS BEEN ADVISED BY THE ADJUTANT GENERAL <br />OF THE VIRGINIA NATIONAL GUARDS THAT THE CITY SHOULD SELECT A SITE FOR A NEW NATIONAL <br />GUARD ARHORY BY OCTOBER 31~ 1971. MR. HENDRIX SUGGESTED THREE POSSIBLE SITES, AND <br />RECOMMENDED THAT WE EXPLORE THE POSSIBILITY OF ACQUIRING THE SITE ADJACENT TO THE BLUE <br />RIDGE SANATORIUH OR THE ONE LOCATED ON ROUTE 29, SOUTH AT 1-64.
