BARBOUR, MR. DAVIS~ MR. FIFE~ MR. VAN YAHRES AND MR. WRIGHT. ABSENT: NONE. <br /> <br /> REV. TIM JOHNSON, YOUTH MINISTER OF THE CHERRY AVENUE CHRISTIAN CHURCH, GAVE THE <br /> INVOCATION. <br /> <br /> THE MINUTES OF THE MEETINGS OF OCTOBER 18, 1971 AND OCTOBER 19, 1971 WERE APPROVED AS <br /> PRESENTED. <br /> <br /> ON MOTION BY MR. WRIGHT~ THE FOLLOWING RESOLUTION WAS UNANIMOUSLY <br /> ADOPTED: <br /> <br /> WHEREAS, TAZEWELL WAYNE EDWARDS ASSUMED DUTY AS CITY ENGINEER IN 1945; AND <br /> <br /> WHEREAS, FOR TWENTY-SIX YEARS HE FILLED THIS IMPORTANT POST WITH HIGH <br /> <br /> PROFESSIONAL SKILL~ AND <br /> <br /> WHEREAS, HIS WARM AND SYMPATHETIC PERSONALITY GAVE JOY AND INSPIRATION <br /> <br />TO ALL WHO WERE FORTUNATE TO KNOW HIM~ AND <br /> <br /> WHEREAS, H~S UNTIMELY DEATH ON THURSDAY, OCTOBER 28, 1971, Is A LOSS <br /> <br />DEEPLY FELT BY HIS MANY FRIENDS IN CITY GOVERNMENT AND tN THE COMMUNITY AT LARGE, <br /> <br /> NOW~ THEREFORE~ BE IT RESOLVED THAT THE COUNCIL HEREBY ~~[S.~N:i'~S <br /> <br />OWN BEHALF AND FOR ALL OF THE COMMUNITY THE DEEP AND ABIDING SORROW OF OUR Loss~ AND <br /> <br /> BE IT FURTHER RESOLVED THAT THE COUNCIL EXTENDS ITS SINCERE SYMPATHY TO HIS <br /> <br />BEREAVED WIFE AND SON AND TO HIS FAMILY; AND <br /> <br /> BE IT FURTHER RESOLVED THAT THE CLERK IS DIRECTED TO SPREAD THE TEXT OF THIS <br />RESOLUTION IN THE MINUTES OF THIS MEETING. <br /> <br /> THE MAYOR ANNOUNCED THAT CONSIDERATION WOULD BE GIVEN TO A DECISION ON THE MAJOR THOROUGH- <br />FARE PLAN. THE CITY MANAGER ADVISED THE COUNCIL THAT OFFICIALS OF THE VIRGINIA DEPARTMENT OF <br />HIGHWAYS HAD ADVISED HIM THAT THE COUNCIL COULD OMIT THOSE STREET PLANS TO WHICH THE PUBLIC <br />OBJECTED. ON MOTION BY MR. FIFE, SECONDED BY MR. WRIGHT, THE FOLLOWING RESOLUTION WAS UN- <br />ANIMOUSLY ADOPTED~ <br /> <br /> WHEREAS~ ON APRIL 2~, 196S, THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br /> <br />APPROVED THE MAJOR ARTERIAL STREET AND HIGHWAY PLAN FOR CHARLOTTESVILLE, DEVELOPED <br />BY THE VIRGINIA DEPARTMENT OF HIGHWAYS, AND TRANSMITTED ITS APPROVAL TO SAiD HIGHWAY <br />DEPARTMENT~ AND <br /> <br /> WHEREAS, CHANGING CONDITIONS AND CIRCUMSTANCES NOW INDICATE THAT CERTAIN OF <br /> <br />THE PROJECTS CONTAINED IN THE' ABOVE MENTIONED PLAN AS ORIGINALLY CONTEMPLATED MAY <br /> <br />NOT BE IN THE BEST INTEREST OF THE CITY~ AND <br /> <br /> WHEREAS~ IT IS DESIRED THAT ALTERNATIVE SOLUTIONS BE FULLY EXPLORED <br /> <br />BEFORE FURTHER 'CONSIDERATION IS GIVEN TO CERTAIN PROJECTS CONTAINED IN THE PLAN~ <br /> <br />AND <br /> <br /> WHEREAS~ IN SPITE OF IMPRESSIONS TO THE CONTRARY, THE 9TH STREET-lOTH <br /> <br />STREET PROJECT AND THE GRADY-GORDON CORRIDOR PROJECT ARE NOT INCLUDED IN THE PLAN <br /> <br />AS ORIGINALLY APPROVED BY THE CITY COUNCIL~ AND THAT FACT IS HEREIN REAFFIRMED. <br /> <br /> <br />
