BARBOUR~ MR. FtFE~ MR. GILLIAM, MRS. RINEHART AND MR. VAN YAHRES. <br /> <br />ABSENT: NONE. <br /> <br /> A PUBLIC HEARING WAS HELD ON THIS DATE TO CONSIDER A PROPOSAL THAT THE CITY <br />PROVIDE A SUBSIDY TO STIMULATE CONSTRUCTION OF LOW AND MODERATE INCOME HOUSING <br />FOR SALE. THIS CITY MANAGER EXPLAINED THE PROPOSAL, AND STATED THAT THE SUBSIDY <br />COULD BE MADE EITHER AS A CASH SUBSIDY TO THE DEVELOPER OF UP TO ~.~000.00 OR <br />CREDIT ON THE SITE WORK AND UTILITY CONNECTIONS OF UP TO ~,000.00, BASED ON A <br />PERCENTAGE OF THE DEVELOPER'S COST. SEVERAL PEOPLE ADDRESSED THE COUNCIL BOTH{ <br />IN FAVOR AND AGAINST THE PROPOSAL, AND A THOROUGH DISCUSSION WAS HELD BETWEEN THE <br />COUNCIL AND SEVERAL DEVELOPERS. THE CITY MANAGER EMPHASIZED THAT THERE ARE LEGAL <br />IMPLICATIONS WHICH MUST BE CLARIFIED BEFORE A DEFINITE DECISION IS MADE. <br /> <br /> ON MOTION THE MEETING ADJOURNED. <br /> <br />PRES I DENT <br /> <br />COUNCIL CHAMBER - NOVEMBER 6, 1972 <br /> <br /> THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEHBERS <br />PRESENT: MR. BARBOUR, MR. FIFE, MR. GILLIAM~ MRS. RINEHART AND MR. VAN YAHRES. <br />ABSENT: NONE. <br /> <br /> REV. HAROLD JOHNSON, HINISTER OF CALVARY BAPTIST CHURCH, GAVE THE INVOCATION. <br /> <br /> THE MINUTES OF THE MEETINGS OF OCTOBER 16, 1972 AND OCTOBER 30~ 1972 WERE <br />APPROVED AS PRESENT~, <br /> <br /> A COMMUNICATION WAS PRESENTeD FROM THE PLANNING COMMISSION TRANSMITTING A <br />PROPOSED FLOOD PLAIN ORDINANCE, HOWEVER, ACTION WAS DEFERRED UNTIL THE MEETING OF <br />NOVEMBER 20~ 1972. <br /> <br /> MR. CLIFF CUTCHINS, EXECUTIVE DIRECTOR OF THE YES SUMMER PROGRAM, ADRESSED THE <br />COUNCIL AND P~SE.~TED THE ANNUAL REPORT OF THE YES. (COPy ON FILE WITH THE MINUTES OF <br />THIS MEETING) <br /> <br /> A COMHUNICATION WAS PRESENTED FROM THE COUNSEL FOR MR. GEORGE CASON REQUESTING <br /> UTILITIES FOR PROPERTY LOCATED ON THE SOUTH SIDE OF 1-64. MR. CASON ADDRESSED THE <br /> COUNCIL IN SUPPORT OF THIS REQUEST. THE CITY MANAGER ADVISED THE COUNCIL THAT THE <br /> WATER CONTROL BOARD IS REQUIRING THAT HOLDING PONDS BE BUIL~ AT THE DISPOSAL PLANTS <br /> BEFORE THEY CAN BE CERTIFIED FOR ADDITIONAL CAPACITY. HE ALSO STATED THAT BEFORE <br /> RECEIVING CERTIFICATION THAT A NINETY DAY TEST PERIOD IS REQUIRED. MR. CASON RE- <br /> QUESTED THE COUNCIL TO FURNISH HIM A LETTER OF INTENT THAT SERVICE WOULD BE FURNISHED <br /> WHEN THE RECERTIFICATION IS COMPLETED. ON MOTION BY ~R. GILLIAM, SECONDED BY MR. <br /> BARBOUR IT WAS UNANIMOUSLY RESOLVED THAT THE COUNCIL NEITHER GRANTS NO" DENIES THE <br /> REQUEST CONTAINED IN MR. CASON~S LETTER OF OCTOBER 22, 1972, BUT DEFERS ACTION ON <br /> SUCH REQUEST UNTIL SUCH TIME AS ~OUNCIL IS PRESENTED WITH ALL FACTS WHICH HAVE ANY <br /> BEARING ON THIS REQUEST. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE DOGWOOD FESTIVAL REQUESTING PERMISSION <br />TO USE MCINTIRE PARK DURING THE WEEK OF APRIL ~RD THROUGH APRIL ~8, 1973 FOR RIDES, <br />BARBECUE AND SKY JUMP. ON MOTION BY MR. VAN YAHRES, SECONDED BY MRS. RINEHART, ACTION <br />ON THIS REQUEST WAS DEFERRED TO A LATER DATE, AND THE CITY MANAGER WAS REQUESTED <br />TO MAKE A RECOMMENDATION FOR THE USE OF ALL CITY FACILITIES FOR SUCH PURPOSES. <br /> <br /> ON MOTION BY MR. GILLIAM~ SECONDED BY MR. BARBOUR, THE MAYOR WAS AUTHORIZED TO <br />EXECUTE A NOTE IN THE AMOUNT OF $75,260.00 AT 4.3~ INTEREST DUE MARCH 31, 1973 FOR <br />THE PURCHASE OF THE WlLLIAMSON PROPERTY BY UNANIMOUS VOTE. <br /> <br /> <br />
