CONSIDERATION RE: <br />TAXICAB FARE iNCREASE <br /> <br /> A REQUEST WAS PRESENTED FROM YELLOW CAB AND PACE'S TAXI FOR A FARE INCREASE, <br />HOWEVER, ACTION WAS DEFERRED ON THIS REQUEST UNTIL THE NEXT MEETING. <br /> ON MOTION BY MR. BARBOUR, SECONDED BY MRS. RINEHART ~HE FOLLOWING RESOLUTION <br /> <br />WAS U~ANIMOUSLY ADOPTED. <br /> <br />RESOLUTION OF THE COUNCIL OF THE CITY OF <br />CHARLOTTESVILLE APPROVING THE REDEVELOPMENT <br />PLAN, AS AMENDED BY AMENDMENT NO. 2, FOR <br />THE VINEGAR HILL PROdECT, NO. VA. R-12 <br /> <br /> WHEREAS, BY RESOLUTION DATED JUNE 5, 1967 THE CITY COUNCIL APPROVED <br /> THE REDEVELOPMENT PLAN, AS AMENDED BY AMENDMENT NO. 1, FOR THE VINEGAR HILL <br /> PROJECT, NO. VA. R-12; AND <br /> WHEREAS, tT IS NOW DESIRED TO AMEND THE REDEVELOPMENT PLAN TO <br /> SUBSTITUTE ~RIMARY RETAIN USE FOR HULTIFAMILY USE AS SHOWN ON THE ATTACHED <br /> COPY OF EXHIBIT RP-2, DATED HARCH 1966, REVISED SEPTEMBER 1972; AND <br /> WHEREAS, THE CHANGE OF LAND USE FROM HULTIFAMILY TO PRIMARY RETAIL~ <br /> AS SPECIFIED IN THE REDEVELOPMENT PLAN~ IS IN CONFORMITY WITH THE CITYtS <br />RESOLUTION RE: APPROVED LAND USE PLAN; AND <br />AMENDING THE LAND <br />USE MAP AND REVEDELOPHENT WHEREAS~ ALL REDEVE~OPERS'"WHO MAY BE MATERIALLY AFFECTED BY SUCH A <br />PLAN FOR VINEGAR HILL <br />PROOECT CHANGE IN THE LAND USE HAVE INDICATED THEIR AGREEMENT. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> CHARLOTTESVILLE THAT THE LAND USE MAP IDENTIFIED AS EXHIBIT RP-2, DATED <br /> MARCH 1966~ REVISED SEPTEMBER 197~ AND THE DOCUMENT ENTITLED "REDEVELOPMENT <br /> PLAN FOR VINEGAR HILL REDEVELOPMENT pROJECT AS AMENDED BY AMENDMENT NO. 2" <br /> DATED SEPTEMBER ~972 AND CONSISTING OF SEVENTEEN PAGES OF TEXT AND TWO EXHIBITS <br /> IS HEREBY IN ALL RESPECTS APPROVED. ~ <br /> AN AMENTORY COOPERATION AGREEMENT FOR THE GARRETT STREET PROJECT WAS <br /> <br /> CONSIDERATION RE: PRESENTED IN WHICH THE CiTY WOULD BE REQUIRED TO PAY AN ADDITIONAL <br /> AMENDATORY COOPERATION <br /> FOR GARRETT STREET AS THE CITY~S SHARE OF THE RELOCATION EXPENSES OF THIS PROJECT. ON MOTION BY <br /> PROJECT <br /> HR. BARBOUR, SECONDED BY MRS. RINEHART ACTION WAS DEFERRED UNTIL THE NEXT <br /> MEETING. <br /> <br /> A REQUEST FOR REZONING FROM R-~ RESIDENTIAL TO R-3 HULTIPLE DWELLING FOR <br /> REQUEST RE: <br /> REZONING PROPERTY AT JEFFERSON PARK AVENUE, WASHINGTON AVENUE AND OBSERVATORY AVENUE <br /> WAS REFERRED TO THE PLANNING COMMISSION FOR RECOMMENDATION. <br /> THE FOLLOWING STATEMENT WAS MADE BY THE MAYOR: <br /> EVERYONE IS FAMILIAR WITH THE FACT THAT THROUGHOUT AMERICA MANY CITIES ARE <br /> IN TROUBLE. ~OST OF THESE CITIES ARE INFECTED WITH CENTRAL CITY DISEASE. <br /> YEARS OF EAI~URE TO COMPREHEND THE PROBLEMS, LACK OF COOPERATION AMONG THOSE WHO <br /> ~OULD ACT~ INADEQUATE FUNDS OR JUST SHEER NEGLECT, THE HEART OF THESE CITIES HAS <br /> DETERIORATED ALARMINGLY. <br /> IN FACT THE POINT HAS BEEN REACHED AT WHICH ONLY MASSIVE INFUSIONS OF FUNDS <br /> AND GREAT EXPENDITURES OF HUMAN EFFORT WILL RESCUE THESE CITIES FROM THEIR <br /> DEPLORABLE CONDITION. <br /> ~Y NO STRETCH OF THE IMAGIATION COULD CHARLOTTESVILLE BE INCLUDED AMONG <br /> THESE CITIES. HOWEVER NO ONE CAN TRUTHFULLY SAY THAT -- ~tlT COULD NEVER <br /> HAPPEN HERE." WE DO HAVE PROBLEMS AND IT IS THE PART OF WISDOM TO PUT FORTH <br /> A MAXIMUM EFFORT TO SOLVE THEM. MANY OF THESE PROBLEMS EXIST RIGHT tN THE <br /> CENTER OF THE CITY '' HOUSING~ TRAFFIC~ PARKING AND BEAUTIFICATION -- TO <br /> <br />HENTION ONLY A FEW. <br /> <br /> <br />
