CARL ~o HALEY~ MINISTER OF THE FIRST UNITED METHODIST CHURCH GAVE THE <br /> INVOCATION. <br /> <br /> THE MINUTES OF THE MEETINGS OF DECEMBER 4~ 1972 AND DECEMBER 11, 1972 WERE APPROVED <br /> AS PRESENTED. <br /> <br /> A dOINT PUBLIC HEARING~ WITH THE PLANNING COMMISSION~ WAS HELD ON THIS DATE ON <br /> <br />A REQUEST FOR REZONING AT ~EFFERSON PARK AVENUE~ ~ASHINGTON AVENUE AND OBSERVATORY <br />AVENUE. MR. STEVEN HELVIN AND MR. ROBERT MAKELSKI ADDRESSED THE COUNCIL ON BEHALF OF <br />THE PETITIONER. ~R. FRED LANDESS REPRESENTING THE ADJACENT PROPERTY OWNERS, AND THREE <br />PROPERTY OWNERS IN THE VICINITY~ ADDRESSED THE COUNCIL IN OPPOSITION TO THE REQUEST. <br /> <br /> A PUBLIC HEARING WAS ALSO HELD ON A PROPOSED AMENDHENT TO THE SUBDIVISION ORDINANCE <br />WHICH WOULD BRING THE LOT AREA REQUIREMENTS INTO CONFORMITY WITH THE ZONING ORDINANCE. <br />NO ONE APPEARED FOR OR AGAINST THE PROPOSED CHANGE. <br /> <br /> A PUBLIC HEARING WAS ALSO HELD ON A PROPOSED AMENDMENT TO SECTION 14(A) OF THE <br /> <br />CITY CHARTER WHICH WOULD ELIMINATE THE PROVISION FOR A REFERENDUM ON PUBLIC HOUSING <br />PROJECTS. SEVERAL PEOPLE ADDRESSED THE COUNCIL BOTH IN FAVOR AND I~h~OPPOSITION TO THE <br />CHANGE. 0N MOTION BY MR. VAN YAHRES, SECONDED BY MR. BARBOUR IT WAS UNANIMOUSLY <br />RESOLVED THAT THE PROPOSED AMENDMENT TO SECTION 14(A) OF THE CITY CHARTER, BE AND THE <br />SAME IS HEREBY APPROVED AND tt WAS FURTHER RESOLVED THAT~ DELEGATE THOMAS J. MICHIE~ dR.~ <br />BE REQUESTED TO PRESENT SUCH CHARTER AMENDMENT TO THE GENERAL ASSEMBLY FOR ENACTMENT~ <br />AND THAT SENATOR J. HARRY MICHAEL~ dR. AND DELEGATE DANIEL G. VAN CLIEF.
