OAR VOLUNTEERS WORK IN COOPERATION WITH THE <br /> EIGHTH REGIONAL JUYENILE COURT AND ITS PROBATION OFFICIALS TO INTERCEDE EARLY IN THE LIFE <br /> OF AN INDIVIDUAL WHO IS ON THE ROAD TO CRIMINAL ACTIVITY. <br />.,. JN AUGUST~ 1972 OAR BROUGHT THE UNIVERSITY OF VIRGINIA~S ADULT EDUCATION <br /> PROGRAM INTO THE CITY AND COUNTY dAILS. TUTORS MAKE ~REQUENT VISITATIONS TO THE <br /> JAILS TO REVIEW, COUNSEL AND ASSIGN NEW WORK. SEVERAL OFFENDERS HAVE MADE <br /> $1GNIFICANT;!:ENOUGH PROGRESS IN THIS AREA DURING INCARCERATION TO ATTAIN GED DIPLOMAS. <br /> IN SEPTEMBER, 1972 OAR BROUGHT A FULL-TIME IN-JAIL REPRESENTATIVE INTO THE <br /> pROGRAM- HE HAKES DAILY VISITS TO THE JAILS TO SCREEN OFFENDERS WHO MIGHT WANT <br /> VOLUNTEER AID AND TO PROVIDE FULLER COMMUNICATION BETWEEN OAR AND THE JAIL POPULATION. <br /> IN DECEMBER~ 1972 OAR COORDINATED AND COMPLETED A PROJECT TO HAVE TELEVISION <br /> SETS~ DONATED BY COMMUNITY MERCHANTS AND CITIZENS, PLACED IN THE CiTY AND COUNTY JAILS, <br /> REPRESENTING A MAJOR STEP TOWARD CREATING A MORE cOMFORTABLE AND STIMULATING ATMOSPHERE <br /> <br /> IN THE LOCAL JAILS. <br /> IN DECEMBER~ 1972 OAR INITIATED A PROJECT TO BRING IMPROVED MEDICAL FACILITIES <br /> AND OPPORTUNITIES TO THE JAILS. A CiTIZEN-VOLUNTEER BiO-STATISTICIAN pREPARED A <br /> SIGNIFICANT PROFILE OF THE LOCAL JAIL POPULATION FROM A MEDICAL STANDPOINT'- OAR Is NOW <br /> WORKING WITH cITY OFFICIALS TO EXPAND THIS PROJECT~ AND TO FULFILL ITS GOAL OF BRING MORE <br /> ADEQUATE HEALTH CARE TO OFFENDERS. <br /> JN JANUARY, 1973 OAR PRESENTED A STUDY OF THE LIGHTING SYSTEM tN THE CITY JAIL~ <br /> ALONG WITH SUGGESTIONS FOR iMPROVEMENT OF THE SYSTEM TO MEE~ THE NEEDS OF INMATES WHO <br /> ARE READING AND WRITING MORE. THE CITY AND THE SHERIFF HAVE BEEN FULLY COOPERATIVE <br /> IN THE EFFORT TO INSTRUMENT THESE SUGGESTIONS- <br /> WHEREAS, THE CHARLOTTESVILLE CITY COUNCIL IS FULLY AWARE OF THE DEDICATED EFFORTS <br /> OF ALL THE CITIZENS WHO MAKE UP THE OFFENDER AID AND RESTORATION PROGRAM, AND OF THE GREAT <br /> BENEFITS WHICH HAVE BEEN BROUGHT~ THROUGH ITS EFFORTS~ TO THE LIVES OF INDIVIDUALS AND <br /> TO THE GENERAL WELL-BEING OF THE COMMUNITY~ <br /> NOW BE IT RESOLVED, THAT THE CHARLOTTESVILLE CITY COUNCIL DOES ENDORSE AND <br />'- COMMEND THE MANY CITIZEN-VOLUNTEERS WHO COMPRISE THE OAR PROGRAM~ AND URGES THEM TO <br /> <br />CONTINUE IN THEIR NOBLE EFFORTS. <br /> ON MOTION BY HR. GILLIAM SECONDED BY HR. BARBOUR THE FOLLOWING RESOLUTION WAS <br /> <br />UNANIMOUSLY ADOPTED. <br /> WHEREAS, THE CITY OF CHARLOTTESVILLE FACES GROWING PROBEEHS IN THE AREA <br /> <br />RESOLUTION RE: <br />LANDLORD-TENANT <br />RELATIONS COMMITTEE <br /> <br />OF RENTAL HOUSING] AND <br /> WHEREAS, THE CITY COUNCil RETAINED SPECIAL COUNSEL TO DRAFT A HOUSING CODE <br />TO BETTER REGULATE HOUSING IN THE CiTY OF CHARLOTTESVILLE] AND <br /> WHEREAS, A LANDLORD-TENANT RELATIONS COMMITTEE~ REPRESENTATIVE OF THE INTERESTS <br />OF LANDLORDS AND TENANTS IN THE COMMUNITY] HAS BEEN FORMED; <br /> BE 1T RESOLVED THAT SUCH COMMITTEE BE DIRECTED TO: <br /> (1) REVIEW AND CONSIDER AND EXISTING HOUSING CODE, THE REVISED HOUSING CODE <br /> DRAFTED BY COUNSEL IN LIGHT OF THE PRESENT HOUSING SITUATION AND ANY OTHER CODES OR <br /> <br />REQUEST RE: <br />REZONING - LINDEN <br />STREET <br /> <br />COMMUNICATION RE] <br />PLANNING COMMISSION <br />REZONING - MIDDLETON <br />LANE <br /> <br />pROPOSALS DEEMED ADVISABLE] <br /> <br /> (~) HOLD PUBLIC HEARINGS ON THE HOUSING SITUATION AND THE HOUSING CODE] AND <br /> (3) REPORT BACK TO CITY COUNCIL WITH THE COMMITTEE'S IA) FINDINGS ABOUT THE <br />PRESENT HOUSING SITUATION] AND (BI RECOMMENDED CHANGES TO THE HOUSING CODE. <br /> A REQUEST FOE REZONING OF PROPERTY AT lOll LINDEN STREET WAS REFERRED TO THE <br /> <br />PLANNING COMMISSION FOR RECOMMENDATION- <br /> A COMMUNICATION WAS PRESENTED FROM THE PLANNING COMMISSION RECOMMENDING THAT A <br />REQUEST FOR REZONING OF PROPERTY LOCATED AT THE SOUTH EAST INTERSECTION OF ~CELROY <br />DRIVE AND HIDDLETON LANE BE DENIED. ON MOTION BY ~R. G1LLIAM, SECONDED BY HR. BARBOUR <br />THE PLANNING COMHISSIONS RECOMMENDATION WAS ADOPTED BY THE FOLLOWING RECORDED VOTE. <br />AYES: HR. BARBOUR~ HR. GILLIA~M~ HRS.
