TIMBERLAND ON <br />STRIBLING AVE. <br /> <br />CONSIDERATION RE: <br />APPROPRIATION-TRAFElC <br />IMPROVEMENTS- BARRACKS, <br />ROAD <br /> <br />CONSIDERATION RE: <br />MAYOR TO SIGN CONTRACT <br />WITH INVESTMENT <br />SERVICES~ ]NC, FOR <br />MILMONT ST. <br /> <br />REPORT RE: <br />RETIREMENT FUND COMM. <br /> <br /> WHEREAS PROVIDING HOMEOWNERSHIP OPPORTUNITIES TO LOW AND MODERATE INCOME <br /> FAMILIES IS A PROVEN METHOD OF PEOPLE HELPING THEMSELVES AND THEIR COMMUNITY$ AND <br /> <br /> WHEREAS THE CHARLOTTESVILLE HOUSING FOUNDATION IS A NON-PROFIT ORGANIZATION <br />WHICH HAD PROVIDED QUALITY SALE HOUSING TO LOW AND MODERATE INCOME FAMILIES; AND <br /> <br /> WHEREAS THE CHARLOTTESVILLE HOUSING FOUNDATION HAS SPENT CONSIDERABLE SUM OF <br />MONEY IN THE PLANNING OF RIVES TOWNHOUSES AND OTHER HOMES THROUGHOUT THE COMMUNITY~ <br />TOTALLING SOME SEVENTY (70) HOMES; AND <br /> <br /> WHEREAS THIS MONEY HAS BEEN DONATED BY THE CITIZENS OF THIS COMMUNITY; AND <br /> WHEREAS THE FEDERAL GOVERNMENT THROUGH THE DEPARTMENT OF HOUSING & URBAN <br /> DEVELOPMENT HAS ENCOURAGED AND SUPPORTED THESE EXPENDITURES THROUGH ITS APPROVAL OF <br /> RIVES TOWNHOUSES AND THE ISSUANCE OF THE SUBSIDIES ~RIOR TO THE MORATORIUM~ AND <br /> <br /> WHEREAS IT APPEARS IMPOSSIBLE TO PROVIDE SALE HOUSING TO LOW AND MODERATE <br /> INCOME FAMILIES WITHOUT THE 235 SUBSIDY, <br /> <br /> NOW) THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF CHARLOTTESVILEE~ <br /> VIRGINIA HEREBY REQUEST THAT THE FEDERAL GOVERNMENT HONOR ITS COMMITMENTS TO THE <br /> CHARLOTTESVILLE HOUSING FOUNDATION BY REINSTATING THESE 40 SUBSIDIES UNDER FHA 235. <br /> <br /> A COMMUNICATION WAS PRESENTED ~EOM THE PLANNING COMMISSION RECOMMENDING THAT <br />PARCELS 89 AND 90 AT JEFFERSON PARK AVENUE~ AND MAURY AVENUE BE REZONED FROM R-2 TO <br />R-3 AND PARCEL 86 AND PART OF 85 BE REZONED FROM R-3 TO B-1 AND PARCELS 83) 84 AND <br />PART OF 85 REMAIN R-3. ON MOTION BY MR, VAN YAHRES~ SECONDED BY MRS. RINEHART THE <br />PLANNING COMMISSIONS! RECOMMENDATION WAS REJECTED BY THE FOLLOWING VOTE. AYES: <br />MR. FIFE~ MR. GILLIAM~ MRS. RINEHART AND MR. GILLIAM~ SECONDED BY MR, BARBOUR THE FOREGOING RECOMMENDATION <br />WAS UNANIHOUSLY ADOPTED, <br /> <br /> THE CiTY MANAGER PRESENTED A PROPOSAL FOR IMPROVEMENTS TO THE TRAFFIC SIGNAL <br />SYSTEM AND ROADWAYS ADJACENT TO THE BARRACKS ROAD SHOPPING CEN~ER DESIGNED'TO IMPROVE <br />THE TRAFFIC FLOW AT THE SHOPPING CENTER, MR, HENDR1X~ STATED THAT THE PROPOSED CHANGES <br />WOULD COST APPROXIMATELY ~150~000 AND RECOMMENDED T~ T THEY BE MADE, MR, DAVID W, CARR~ <br />VICE-PRESIDENT OF INvEsTMENT SERV1CES~ INC. ~DDRESSED THE COUNCIL AND OUTLINED THE <br />PROPOSED CHANGES FOR IMPROVEMENT OF TRAFFIC WITHIN THE SHOPPING CENTER, ON MOTION BY <br />MRS, RINEHART~ SECONDED BY MR, VAN YAHRES THE FOLLOWING RESOLUTION WAS OFFERED AND <br />CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION, <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE THAT ~150~00© BE <br /> AND THE SAME IS HEREBY APPROPRIATED FROM THE UNAPPROPRIATED BALANCE IN THE GENERAL FUND <br /> FOR TRAFFIC IMPROVEMENTS AT THE BARRACKS ROAD SHOPPING CEN~ER~; <br /> <br /> A COMMUNICATION WAS PRESENTED FROM INVESTMENT SERVICES~ INC, REQUESTING THAT <br /> MILLMONT STREET BE ACCEPTED INTO THE CITY STREET SYSTEM FOR MAINTENANCE. AN AGREEMENT <br />BY INVESTMENT SERVICES~ INC. TO PAY ~20~000 TO BRING MILLMONT STREET UP TO CITY S;ANDARDS <br />AND AN AGREEMENT TO I~SURE THE CITY AGAINST DAMAGES OR PERSONAL INJURY CAUSED BY REASON <br />OF COLLAESE OR OTHER FAILURE OF THE BANK ON THE EAST SIDE OF MILLMoNT STREET ADJACENT TO <br />THE SHOPPING ~ENTER WAS ALSO PRESENTED, THE INSURANCE FURNISHED SHALL BE A MINIMUM.OF <br />~500~000 PER PERSON OR ~1~0C)0~000 PER ACCIDENT AND ALSO INSURE:~THE CITY AGAINST THE COSTS <br />OF REBUILDING MILLMONT STREET IN THE EVENT OF SUCH FAILURE A MINIMUM OF ~200~000, ON <br />MENTION BY MRS, RINEHART~ SECONDED BY MR, BARBOUR THE MAYOR WAS AUTHORIZED TO EXECUTE THE <br />FOREGOING CONTRACT, <br /> <br /> THE ~REASURER~S REPORT OF THE RETIREMENT FUND COMMISSION WAS PRESENTED SHOWING <br />ASSETS OF THE FUND AT ~571~490.59 LESS THE ENCUMBRANCE OF AppRoxiMATELY ~44,884.95 AS <br /> <br />OF FEBRUARY 15~ 1973.
