NOES: NONE. <br /> <br />ON MOTION THE MEETING ADJOURNED. <br /> <br />PRES I DENT <br /> <br />COUNCIL CHAMBERS - APRIL 16, 1973 <br /> <br /> THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEMBERS PRESENT: <br /> MR. BARBOUR, MR. FIFE, MR. GILLIAM~ MRS. RINEHART AND MR. VAN YAHRESo ABSENT: NONE. THE MINUTES OF THE MEETING OF APRIL ~ 1973 WERE APPROVED AS PRESENTED. <br /> A JOINT PUBLIC HEARING WITH THE PLANNING COMMISSION WAS HELD ON THIS DATE ON A <br /> PETITION TO REZONE PROPERTY LOCATED AT 1011 LINDEN STREET FROM R-2 TO B-2. MRS. JUDY <br />PUBLIC HEARING RE: <br />REZONING LINDEN STREET WALKE~ ACTING PLANNING DIRECTOR~ ADDRESSED THE COUNCIL AND EXPLAINED THE PETITION AND <br /> THE PROPOSED USE OF THE PROPERTY. MR. C. M. POLLARD~ THE PETITIONER~ ADDRESSED THE <br /> COUNCIL IN SUPPORT OF HIS PETITION. NO ONE SPOKE iN OPPOSITION. <br /> THE CLERK REPORTED THAT A SYNOPSIS OF THE CITY AND SCHOOL BUDGETS HAS BEEN PUBLISHED <br /> AND NOTICE OF PUBLIC HEARING GIVEN~ AS REQUIRED BY SECTION 19 OF THE CITY CHARTER. AN <br /> PUBLIC HEARING RE: A <br /> SCHOOL AND CITY BUDGETS OPPORTUNITY WAS THEN AFFORDED ANYONE TO SPEAK FOR OR AGAINST THE SCHOOL BUDGET. <br /> NUMBER OF PEOPLE ADDRESSED THE COUNCIL tN SUPPORT OF THE SCHOOL BUDGET~ AND REQUESTED <br /> THAT THE SCHOOL BUDGET BE APPROVED AS PRESENTED. MRS. ViRG1NIA~CARRiNGTON~ MR. SHERMAN <br /> WHITE AND MRS. LOUISE MAIN WERE CRITICAL OF THE SMALL SALARY INCREASE PROPOSED FOR THE <br /> TEACHERtS AIDES. <br /> <br /> AN OPPORTUNITY WAS THEN AFFORDED ANYONE TO SPEAK FOR OR AGAINST THE CITY BUDGET. <br /> MR. W. RD BINGLER~ dr. SPOKE IN OPPORITION TO THE PROPOSED INCREASE IN SEWER RATES. <br /> MRS. KAY PEASLEE ADDRESSED THE COUNCIL AND REQUESTED THE ADOPTION OF AN ORDINANCE <br /> TO PROHIBIT THE USE OF ELECTRONIC AMPLIFIERS OUTDOORS;IN RESIDENTIAL AREAS. THE CITY <br /> REQUEST RE: · <br /> <br /> ORDINANCE - ELECTRONIC MANAGER ADVISED MRS. PEASLEE THAT SUCH AN ORDINANCE WOULD BE VERY HARD TO ENFORCE <br /> AMPLIFIERS <br /> MR. DONALD e. TAYLOR ADVISED THE COUNCIL THAT DUPLEX APARTMENTS ARE BEING BUILT IN <br /> THE WOODHAVEN SUBDIVISION ON LOTS WHICH ARE NOT SUITABLE OR ARE NOT OF ADEQUATE SIZE TO <br /> <br /> PETITION RE: ACCOMMODATE A TWO FAMILY HOUSE. HE PRESENTED A PETITION SIGNED BY RESIDENTS AND PROPERTY <br /> WOODHAVEN SUBDIVISION <br /> DUPLEXES OWNERS OF THE AREA OBJECTING TO THIS CONSTRUCTION BECAUSE OF THE LOT SIZES~ THE <br /> ADDITIONAL TRAFFIC W~CH WOULD BE GENERATED~ AND THE MODE AND QUALITY OF CONSTRUCTION. <br /> MR. TAYLOR REQUESTED THAT THE CONSTRUCTION BE STOPPED UNTIL AN INSPECTION iS HADE BY THE <br /> CITY~ AND ADDITIONAL COMPRESSION TESTS TAKEN. THE CITY MANAGER ADVISED MR. TAYLOR THAT <br /> HIS COMPLAINT WOULD BE INVEST&GATED. <br /> A COMMUNICATION WAS PRESENTED FROM THE PLANNING COMMISSION RECOMMENDING THAT THE <br /> DE~tAL~]N RE: <br /> REZONING - 500 2ND REQUEST ~0~ REZONING PROPERTY LOCATED AT 500 - 2ND STREET~ No E. BE DENIED. ON MOTION <br /> STREET~ N. ED <br /> BY MRS. RINEHART, SECONDED BY MR. GILLIAM~ THE FOREGOING RECOMMENDATION WAS UNANIMOUSLY <br /> ADOPTED. <br /> <br /> MR. GILLIAM~ ~HAIRMAN OF THE TAXICAB STUDY COMMITTEE~ REPORTED THAT THE COMMITTEE <br /> <br /> REPORT RE: HAD MET FOUR TIMES SINCE BEING APPOINTED 1N JANUARY AND THESE MEETINGS HAD BEEN DEVOTED <br /> TAXICAB STUDY COMMITTEE THE ORDINANCE WAS THEN DISCUSSED <br /> TO ~HE DEVELOPMENT OF A COMPREHENSIVE TAXICAB ORDINANCE. <br /> IN DETAIL BY THE MEMBERS OF THE COMMITTEE AND TAXICAB OPERATORS. MR. E. Co ~INGFIELD~ <br /> REPRESENTING MR. KYGER MAUPIN~ AND MR. GUTHREY GORDON~ REPRESENTING SEVERAL INDEPENDENT <br /> DRIVERS, CRITIC1SED CERTAIN SECTIONS Of THE ORDINANCE AND STATED THAT IT WOULD CREATE A <br /> HARDSHIP ON INDEPENDENT OPERATORS. AFTER A LENGTHY DISCUSSION~ THE ORDINANCE WAS <br /> REFERRED BACK TO THE COMMITTEE FOR ADDITIONAL STUDY. <br /> AN ORDINANCE ENTITLED "AN ORDINANCE TO AMEND AND REENACT SECTION 32-5 OF THE CODE <br /> ORDINANCE RE: <br /> SECTION 32-5 OF THE CITY OF CHARLOTTESVILLE~ 1965~ RELATING TO RATES TO BE CHARGED BY TAXIS" WAS <br /> TAXICAB RATES <br /> OFFERED BY MR. GILLIAM, SECONDED BY MR. BARBOUR~ AND UPON THE RULES BEING SUSPENDED AS <br /> TO THE SECOND READING BY A FOUR-FIFTHS VOTE~ WAS ADOPTED BY THE FOLLOWING RECORDED VOTE: <br /> <br /> <br />
