GILLIAM THE CONTRACT WAS APPROVED AND THE MAYOR WAS AUTHORIZED TO EXECUTE <br /> <br />THE CONTRACT ON BEHALF OF THE CITY. <br /> <br /> THE LEAGUE OF WOMEN VOTERS PRESENTED THE COUNCIL A COPY OF THEIR PUBLICATION ON <br /> <br />LAND USE. <br /> ON MOTION BY MRS. RINEHART, SECONDED BY MR. BARBOUR THE FOLLOWING RESOLUTION WAS <br /> <br />UNANIMOUSLY ADOPTED. <br /> WHEREAS, THE CITY OF CHARLOTTESVILLE HAS BEEN HOST FORTUNATE TO HAVE THE LOYAL <br />SERVICES OF MRS. RUBY M. BARNETT AS EXECUTIVE SECRETARY TO THE CITY HANAGER FOR MANY <br />YEARS AND THEN AS ASSISTANT PURCHASING AGENTS AND <br /> WHEREAS, SINCE MARCH 1927, SHE HAS UNSELFISHLY CONTRIBUTED HER TALENTS AND <br />pERSONALITY TO THE BETTERMENT OF THE CITY~ AND <br /> WHEREAS, MRS. BARNETT COMPLETES A COMMENDABLE CAREER OF OVER 46 YEARS IN THE <br /> SERVICE OF THE CiTY OF CHARLOTTESVILLE AND ITS CITIZENS; <br /> NOW THEREEORE BE IT RESOLVED, BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE AND <br /> MRS. BARNETTtS HANY CO-WORKERS~ THAT WE DO HEREBY EXPRESS TO HER OUR DEEP APPRECIATION <br /> AND OUR HOPE THAT HER RETIREMENT WILL BE AS MEANINGFUL AND FRUITFUL AS HER CAREER. <br /> THE MAYOR PRESENTED MRS. BARNETT WITH A GIFT AND COMMENDED HER FOR HER MANY YEARS OF <br /> <br />SERVICE TO THE CITY. <br /> REQUESTS FOR-REZON1NG PROPERTY IN THE VICINITY OF EDGEHILL ROAD AND HILL CREST <br />ROAD; PROPERTY LOCATED AT 312 CHESTNUT STREET; AND PROPERTY LOCATED AT 720 7½ STREET WERE <br />REFERRED TO THE PLANNING COMMISSION~FOR RECOMMENDATION. <br /> AN ORDINANCE ENTITLED "AN ORDINANCE TO AMEND AND REORDAIN SECTION 18-33 OF THE CODE <br />OF THE CITY OF CHARLOTTESVILLE, 1965, RELATING TO MAX IMblvl AND HINIMUM SPEED LIMITS, ETC," <br />WAS OFFERED BY MR. GILLIAM~ SECONDED BY MR. BARBOUR AND CARRIED OVER TO THE NE~T MEETING <br /> <br />FOR CONSIDERATION. <br /> THE CITY TRAFFIC ENGtNEER~ MR. HUGO MALANGA~ EXPLAINED HIS GOALS AS TRAFFIC ENGINEER <br />TO THE COUNCIL. HE ALSO RECOMMENDED THAT THE SPEED LIMIT ON PARK STREET BE CHANGED FROM <br /> <br />35 TO 25 MPH. <br /> MR. GiLLIAM.REQUESTED~ ON BEHALF OF THE COUNCIL, THAT MR. MALANGA CONSIDER A TRAFFIC <br />STUDY OF PARK STREET NORTH OF THE BYPASS TO DETERMINE WHETHER A 25 ~PH SPEED LIHIT WOULD <br /> <br />BE FEASIBLE tN THAT AREA AS WELL. <br /> ON MOTION BY MR. VAN YAHRES, SECONDED BY MR. GILLIAM THE FOLLOWING RESOLUTION WAS <br />OFFERED AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION. <br /> BE tT RESOLVED ~¥ THE COUNCIL OF THE CITY OF CHARLOTTESVILLE THAT ~318~220.00 <br />BE AND THE SAME IS HEREBY APPROPRIATED ~ROM REVENUE SHARING FUNDS FOR THE FOLLOWING <br />PROJECTS: <br /> <br /> PARK IMPROVEMENTS ~75,000 <br /> SIDEWALK ~HPROVEMENTS 79,352 <br /> BICYCLE TRAILS 2~500 <br /> LIBRARY LAND PURCHASE 507000 <br /> STREET IMPROVEMENT PROGRAM 91~368 <br /> ~'~318,220 <br /> <br /> MR. VAN YAHRES, REQUESTED THAT THE CITY ADMINISTRATION DEVISE A FORMULA FOR SPENDING <br /> <br /> THE ~91~368.00 DESIGNATED FOR THE STREET IMPROVEMENTS PROGRAM. MR. GILLIAH~ REQUESTED <br /> <br /> THAT NORTH EAST ~UADRANT BE STUDIED FOR A POSSIBLE PARK LOCATION. <br /> ON HOTION BY MR. VAN YAHRES, SECONDED BY MR. GILLIAM THE FOLLOWING RESOLUTION WAS <br /> <br />UNANIMOUSLY ADOPTED. <br /> WHEREAS~ THE 1967 MAUOR STREETS AND HIGHWAY PLAN PREPARED BY THE VIRGINIA DEPARTHENT <br />OF HIGHWAYS INDICATED THE NEED FOR A MAJOR ARTERIAL STREET RUNNING NORTH AND SOUTH THROUGH <br />THE CENTRAL PORTION OF CHARLOTTESVILLE; AND <br /> WHEREAS, THE ~TH STREET PROJECT CURRENTLY UNDER CONSTRUCTION WILL PROVIDE ONLY THE <br />FIRST LINK IN THE NEEDED THOROUGHFARE; AND <br /> WHEREAS~ A NUMBER OF MAJOR CITY PROJECTS, INCLUDING THE REVITALIZATION OF <br />DOWNTOWN CHARLOTTESViLLE~ THE DEVELOPMENT OF PEN PARK AND THE NEW HIGH SCHOOL~ NOW UNDER <br />~ONSTRUCTION, ARE DEPENDENT ON THIS NEW NORTH-SOUTH ARTERIAL STREET FOR NEEDED ACCESS TO <br />AND FROM OTHER PORTIONS OF THE CITY~ <br /> NOW~ THEREFORE~ BE ~T RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE THAT <br /> THE VIRGINIA DEPARTMENT OF HIGHWAYS BE REQUESTED TO BEGIN DESIGNS FOR THE FOLLOWING <br /> PROJECTS AT THE EARLIEST POSSIBLE DATE: <br /> 1. RIDGE STREET FROM OAK STREET TO MAiN STREET. <br /> HClNTIRE ROAD FROM PRESTON AVENUE, NORTH TO <br /> THE CITY LIMITS AND BEYOND~ AND <br /> 3. THE INTERSECTION OF HclNTIRE ROAD WITH THE <br /> 250 BY-PASS. <br /> <br /> <br />
