APPEALS RE: <br />MASSEY AND CASON <br />SITES - LANDFILL <br /> <br />OPTION AGREEMENT- <br />GEORGE CASON <br /> <br />RESOLVED THAT THE CITY ATTORNEY BE AUTHORIZED TO INSTITUTE SUCH LEGAL <br />PROCEEDINGS AS MAY BE NECESSARY TO APPEAL THE DECISION OF THE BOARD OF <br />SUPERVISORS TO DENY SPECIAL USE PERMITS FOR THE MASSEY AND CASON SITES <br />TO THE PROPER COURT; TO TAKE WHATEVER STEPS MAY BE NECESSARY TO PERFECT <br />TITLE TO THE MASSEY PROPERTY; AND TO EMPLOY SUCH OUTSIDE LEGAL COUNSEL <br />AS HE MAY DEEM NECESSARY. <br /> A MOTION BY MR. BARBOUR, MR. FIFE, MRS. RINEHART AND MR. VAN YAHRES. <br />ABSENT: NONE <br /> <br /> THE MINUTES OF THE MEETING OF OCTOBER 1, 197H WERE APPROVED AS <br />CORRECTED. <br /> MR. GEORGE GILMER, JR. ADDRESSED THE COUNCIL AND PROPOSED THAT PARKERS <br />NOT BE REQUIRED TO PAY FOR PARKING ON MAIN STREET ON SATURDAYS. THIS MATTER <br />WAS REFERRED TO THE CITY MANAGER FOR INVESTIGATION. MR. GILMER ALSO <br />SUGGESTED STRICT ENFORCEMENT OF THE SPEED LIMIT ON PARK STREET AND HE ALSO <br />STATED THAT HE FELT THE COUNCIL SHOULD HOLD A PUBLIC HEARING ON CAPITAL <br />IMPROVEMENT ITEMS WHICH CAN NOT BE PAID FOR IN TWO YEARS. THE MAYOR <br />ASSURED MR. GILMER THAT A PUBLIC HEARING WILL BE HELD ON THE PROPOSED <br />CAPITAL BUDGET. <br /> A CONTINUATION OF THE PUBLIC HEARING ON THE REQUEST TO REZONE 702 RIDGE <br /> STREET WAS HELD ON THIS DATE. MR. BERNARD CHAMBERLAIN REPRESENTING THE <br /> PETITIONER ADDRESSED THE COUNCIL ON BEHALF OF THIS PETITION AND PRESENTED AN <br /> AGREEMENT WITH THE PROPERTY OWNERS ON RIDGE STREET RESTRICTING THE USE OF <br /> THIS PROPERTY TO THE OPERATION OF A FUNERAL HOME OR USES PERMITTED IN R-H <br /> RESIDENTIAL CLASSIFICATIONS FOR A PERIOD OF TEN YEARS. AN ORDINANCE ENTITLED <br /> "AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP INCORPORATED IN <br /> SECTION 4 OF ARTICLE III OF APPENDIX II OF THE CODE OF THE CITY OF <br /> <br /> CHARLOTTESVILLE, i965, BY THE REZONING OF A PARCEL OF LAND LOCATED ON <br /> RIDGE STREET IN THE CITY OF CHARLOTTESVILLE, VIRGINIA," WAS OFFERED BY <br /> <br /> MR. BARBOUR, SECONDED BY MR. GILLIAM AND ADOPTED BY THE FOLLOWING RECORDED <br /> VOTE. AYES: MR. BARBOUR, MR. FIFE, MR. GILLIAM, MRS. RINEHART AND MR. <br /> <br /> VAN YAHRES. NOES: NONE <br /> <br /> MR. LARRY SABATO ADDRESSED THE COUNCIL AND REQUESTED THE COUNCIL TO <br /> ENDORSE A PROPOSAL OF THE UNIVERSITY OF VIRGINIA STUDENT COUNCIL TO INSURE <br /> <br /> OUT OF STATE STUDENTS AGAINST THE POSSIBILITY OF DUAL TAXATION ON THEIR <br /> AUTOMOBILES. HE STATED THAT HE PLANS TO PRESENT THIS PROPOSAL TO THE NEXT <br /> <br /> SESSION OF THE GENERAL ASSEMBLY. AFTER A LENGTHY DISCUSSION A MOTION BY <br /> <br /> MR. VAN YAHRES, SECONDED BY MR. BARBOUR THAT THIS MATTER BE TABLED FOR <br /> FURTHER STUDY WAS UNANIMOUSLY ADOPTED. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE PLANNING COMMISSION RECOMMENDING <br /> THAT THE REQUEST FOR REZONING PROPERTY AT 2120 ANGUS ROAD FROM R-H TO B- <br /> <br /> <br />
