AN ORDINANCE ENTITLED "AN ORDINANCE AMENDING <br /> AND REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 4 OF ARTICLE III <br /> OF APPENDIX II OF THE CODE OF THE CITY OF CHARLOTTESVILLE, i965, BY THE <br /> REZONING OF A PARCEL OF LAND LOCATED AT THE CORNER OF ANGUS ROAD AND NORTH <br /> BERKSHIRE ROAD IN THE CITY OF CHARLOTTESVILLE, VIRGINIA," WAS OFFERED BY <br /> MR. GILLIAM, SECONDED BY MR. BARBOUR AND ADOPTED BY THE FOLLOWING RECORDED <br /> VOTE. AYES: MR. BARBOUR, HR. FIFE, MR. GILLIAM, MRS. RINEHART AND MR. <br /> VAN YAHRES. NOES: NONE. <br /> <br /> A COMMUNICATION WAS ALSO PRESENTED FROM THE PLANNING COMMSSION RECOMMENDING <br /> THAT THE CITY RECOMMEND CHANGES TO THE COUNTY SUBDIVISION ORDINANCE AS OUTLINED <br /> BY MR. HUJA. THE RECOMMENDATIONS BY MR. HUJA INCLUDED PROCEDURAL CHANGES <br /> <br /> IN THE THREE MILE RADIUS AND ALSO RECOMMENDATIONS REGARDING GRADING AND PAVE- <br /> MENT OF STREETS. DN MOTIONS.BY MR. GILLIAM, SECONDED BY MR. BARBOUR THIS <br /> MATTER WAS REFERRED BACK TO THE PLANNING COMMISSION FOR FURTHER INFORMATION <br /> BY THE FOLLOWING VOTE. AYES: MR. BARBOUR, MR. GILLIAM, MR. FIFE, AND MR. <br /> VAN YAHRES. NOES: MRS. RINEHART. <br /> <br /> THE CITY MANAGER PRESENTED A PROPOSED FIVE YEAR CAPITAL IMPROVEMENTS <br /> PROGRAM IN THE AMOUNT OF APPROXIMATELY $22,000,000. HE STATED THAT THE <br /> <br /> PROGRAM IS DEPENDENT ON A SIX MILLION DOLLAR BOND ISSUE AND INSTITUTING A TWICE <br /> YEARLY REAL ESTATE TAX COLLECTION PROGRAM. A PUBLIC HEARING WAS SET FOR <br /> NOVEMBER 7, 1973 AT 7:30 P.M. TO DISCUSS THE PROPOSED CAPITAL IMPROVEMENTS <br /> PROGRAM AND BOND ISSUE. THE REGULAR COUNCIL MEETING OF NOVEMBER 5, 1973 <br /> WAS POSTPONED TO NOVEMBER 7, 1973 AT 7:30 P.M. <br /> <br /> ON MOTION BY MRS. RINEHART, SECONDED BY MR. BARBOUR THE FINAL WORKING DRAWINGS FOR <br /> <br /> THE THREE RECREATION PROdECTS WERE AUTHORIZED. <br /> <br /> THE CITY MANAGER ADVISED THE COUNCIL THAT BIDS HAD BEEN TAKEN FOR THE CONSTRUCTION <br /> <br /> OF THE PROPOSED PARKING GARAGE AT 5TH AND EAST MAIN STREET, BUT SINCE THE CITY DOES <br /> NOT HAVE A DEFINITE AGREEMENT WITH HILTON HOTEL DEVELOPERS HE HAD REQUESTED THE LOW <br /> BIDDER TO SUBMIT AN ALTERNATE BID ON THE BASIS OF THREE PARKING DECKS INSTEAD OF FOUR. <br /> MR. HENDRIX STATED THAT HE WOULD HAVE THE ALTERNATE BID BY FRIDAY AND REQUESTED THAT <br /> THIS MEETING BE ADJOURNED UNTIL 5:15 P.M. FRIDAY AFTERNOON. ON MOTION BY MR. BARBOUR, <br /> SECONDED BY MRS. RINEHART THE MEETING WAS ADJOURNED UNTIL FRIDAY, OCTOBER 19, 1973 AT <br /> 5:15 P, M. <br /> <br /> ON MOTION BY MR. GILLIAM, SECONDED BY MR. BARBOUR THE FOLLOWING RESOLUTION WAS <br /> <br /> UNANIMOUSLY ADOPTED. <br /> <br /> A RESOLUTION APPOINTING VIEWERS TO CONSIDER A REQUEST FOR THE VACATION OF <br /> A CERTAIN PORTION OF AN UNOPENED STREET KNOWN AS DICE STREET LYING BETWEEN 1ST STREET, <br />S.E. AND 2ND STREET, S.E. AS SHOWN ON CITY TAX MAP 28. <br /> <br /> WHEREAS, THIS COUNCIL HAS RECEIVED A PETITION FROM THE OWNER OF THE PROPERTY <br />IN THE BLOCK BOUNDED BY 1ST STREET, S.E., HILL STREET, 2ND STREET, S.E. AND A PORTION <br />OF THE UNOPENED PART OF DICE STREET REQUESTING VACATION OF THE SAID PORTION OF THE <br />UNOPENED PART OF DICE STREET; AND <br /> <br /> WHEREAS, IT APPEARS TO COUNCIL THAT THE NOTICE REQUIRED BY §i5.i-364 OF THE <br />CODE OF VIRGINIA (1950), AS AMENDED, HAVE BEEN DULY POSTED; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />THAT MESSRS. J. P. BORDEN, LEE GREAVER AND MASON S. BYRD BE AND THE SAME ARE HEREBY <br />APPOINTED AS VIEWERS, TO VIEW SUCH STREET AND REPORT IN WRITING TO COUNCIL WHAT <br />INCONVENIENCE, IF ANY, WOULD RESULT FROM THE VACATION THEREOF. <br /> <br /> <br />
