VAN YAHRES, NOES: NONE <br /> <br /> ON MOTION THE MEETING ADJOURNED. <br /> <br />COUNCIL CHAMBER - DECEMBER 3, 1973 <br /> <br />MATTERS BY THE PUBLIC <br /> <br />RESOLUTION RE: <br />RODNEY WALDEN LEWIS <br /> <br /> THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEMBERS PRESENT. <br /> <br /> MR. BARBOUR, MR. FIFE, MRS. RINEHART AND MR. VAN YAHRES. ABSENT: MR. GILLIAM. <br /> <br /> THE MAYOR ANNOUNCED MR. GILLIAM WAS OUT OF THE CITY ATTENDING A MEETING ON CITY <br /> BUSINESS. <br /> <br /> THE MINUTES OF THE MEETING OF NOVEMBER 19, 1973 WERE APPROVED AS CORRECTED, <br /> <br /> MR. JOHN CRAFAIK, ADDRESSED THE COUNCIL AND ASKED FOR AN EXPLANATION WHY 7TH STREET <br /> PARKING, LOT HAS BEEN ~RT~DFOR USE OF CITY VEHICLES AND CITY EMPLOYEES. THE CITY MANAGER <br /> EXPLAINED THAT WHILE THE NEW PARKING GARAGE WAS BEING CONSTRUCTED THAT A PLACE WAS NEEDED TO <br /> <br /> PARK CITY VERICLES AND SINCE THERE WERE SPACES LEFT THEY WERE RENTED TO CITY EMPLOYEES. <br /> <br /> MR. C. E. ANDERSON, ADDRESSED TIE COUNCIL AND STATED THAT WHILE HE IS IN FAVOR OF THE <br /> <br /> DOWNTOWN MALL, CONSIDERATION FOR IMPROVEMENTS SHOULD BE GIVEN TO OTHER PARTS OF TOWN <br /> SPECIFICALLY WEST MAIN STREET, AND THE CORNER. HE ALSO SAID THAT HE THOUGHT THAT A <br /> REFERENDUM SHOULD BE HELD ON THE BOND ISSUE. <br /> <br /> MR. LEE HALL, ADDRESSED THE COUNCIL AND ASKED FOR AN EXPLANATION OF WHY THE AVON <br /> STREET LANDFILL IS STILL BEING USED, AFTER BEING CLOSED. MR. HENDRIX, EXPLAINED THAT THE <br /> IVY LANDFILL IS NOT OPEN LATE ENOUGH AT TIMES TO TAKE ALL THE CITY'S COLLECTIONS AND THAT <br /> THE AVON STREET LANDFILL IS ONLY USED IN EMERGENCIES. <br /> <br /> MR. J. T. GRAVES, ADDRESSED THE COUNCIL AND REQUESTED A FARE INCREASE FOR TAXI CABS. <br /> <br /> HE REQUESTED AN EMERGENCY INCREASE OF TEN CENTS A TRIP, EFFECTIVE IMMEDIATELY. HE ALSO <br /> REQUESTED THAT A LIMIT BE PLACED ON THE NUMBER OF CABS WHICH COULD OPERATE IN THE CITY <br /> <br />AND ASKED THAT IF EMERGENCY TAX IS PUT ON GASOLINE THE CITY ALLOW TAXIS TO ADD A SURCHARGE <br />ON EACH TRIP. THESE MATTERS WERE REFERRED TO THE TAXI COMMITTEE FOR INVESTIGATION AND <br />REPORT. <br /> <br /> ON MOTION BY MRS. RINEHART, SECONDED BY MR. BARBOUR THE FOLLOWING RESOLUTION WAS <br />UNANIMOUSLY ADOPTED: <br /> <br /> WHEREAS, THE TRAGIC EVENTS WHICH OCCURRED IN THIS CITY ON THE AFTERNOON OF <br />NOVEMBER 20, 1973, CAUSED THE UNTIMELY DEATH OF ONE OF OUR COMMUNITY'S MOST PROMISING <br />YOUNG CITIZENS; AND <br /> <br /> WHEREAS, RODNEY WALDEN LEWIS SERVED THIS CITY COURAGEOUSLY AND WITH <br />DEDICATION TO DUTY FROM MARCH 1972 UNTIL JULY 1973, AS A MEMBER OF THE CHARLOTTESVILLE <br />POLICE DEPARTMENT, AND CONTINUED THEREAFTER TO CONTRIBUTE TO THE CAUSE OF EFFECTIVE LAW <br />ENFORCEMENT IN THIS CITY AS CRIMINAL JUSTICE PLANNER FOR THE THOMAS JEFFERSON REGIONAL <br />PLANNING COMMISSION; AND <br /> <br /> <br />
