FIFE THAT ACTION BE DEFERRED <br />ON THE SCHOOL BOARD'S REQUEST UNTIL THE REPDRT OF THE TASK FORCE APPOINTED <br /> <br />TO INVESTIGATE DISCIPLINARY MATTERS IS COMPLETE WAS DEFEATED BY THE FOLLOWING <br />VOTE. HENRY MITCHELL, WAS REAPPOINTED TO THE <br /> SCHOOL BOARD FOR A THREE YEAR TERM EXPIRING JUNE 30, 1977 BY THE FOLLOWING <br /> RECORDED VOTE. AYES: MR. BARBOUR, MR. FIFE, MR.GILLIAM, MRS. NOES: NONE <br /> <br /> PURSUANT TO NOTICE GIVEN AS REQUIRED BY SECTION 15.1-244 OF THE CODE OF <br /> VIRGINIA A PUBLIC HEARING WAS HELD ON THIS DATE ON A PROPOSAL TO IMPROVE <br /> THAT PORTION OF MAIN STREET BETWEEN THE INTERSECTION OF WEST HAIN STREET <br /> AND PRESTON AVENUE ON THE WEST AND EAST MAIN STREET AND SEVENTH STREET ON <br /> THE EAST AND TO THE SOUTHERN PORTION OF THE BLOCK OF SECOND STREET, N.E, <br /> LYING BETWEEN MAIN STREET AND MARKET STREET, AND PROPOSED CREATION OF A <br /> SPECIAL ASSESSMENT DISTRICT COMPRISING ALL PARCELS OF REAL ESTATE ABUTTING <br /> SAID PORTION OF MAIN STREET AND SECOND STREET WITHIN WHICH TAXES OR <br /> ASSESSMENTS WOULD BE LEVIED UPON SUCH PROPERTY OWNERS PURSUANT TO SECTION <br /> 15.-1.239 OF THE CODE OF VIRGINIA AS AMENDED. SIXTEEN PEOPLE ADDRESSED THE <br /> COUNCIL IN FAVOR OF THE PROPOSAL AND FIFTEEN IN OPPOSITION. THE MAYOR <br /> THEN RELINQUISHED HIS CHAIR AND MRS. RINEHART PRESIDED. <br /> <br /> MR. VAN YAHRES MOVED THAT THE PROPOSED IMPROVEMENTS TO MAIN STREET AND <br />SECOND STREET, N. E. BE APPROVED, BUT LIMITED TO THE AREA BETWEEN THE <br />EASTERLY MARGIN OF IST STREET AND THE WESTERLY MARGIN OF 6TH STREET, N. E. <br />AND THAT A SPECIAL ASSESSMENT DISTRICT BE CREATED COMPRISING ALL ABUTTING <br />PROPERTIES WITHIN SUCH LIMITED AREA, WITH THE CONDITION THAT THE SPECIFIC <br />AMOUNTS OF THE INDIVIDUAL ASSESSMENTS WILL BE ESTABLISHED AFTER A FURTHER <br />PUBLIC HEARING AS REQUIRED BY LAW, AND AFTER THE ACTUAL COST OF SUCH <br />IMPROVEMENTS HAS BEEN DETERMINED. THIS MOTION WAS SECONDED BY MR. BARBOUR <br />AND APPROVED BY THE FOLLOWING RECORDED VOTE. AYES: MR.BARBOUR AND MR. <br />VAN YAHRES'. ABSTENTIONS DUE TO POTENTIAL CONFLICT OF INTEREST. MR.
