RINEHART AND MR. VAN <br /> <br />YAHRES. NOES: NONE. <br /> <br />ON MOTION BY MR. VAN YAHRES, SECONDED BY MRS. RINEHART THE FOLLOWING RESOLLFFION <br /> <br />WAS UNANIMOUSLY ADOPTED. <br /> <br /> WHEREAS, THE SOLFFH RIVANNA RIVER RESERVOIR IS AN IMPORTANT ASSET ]]] ]]HE <br />ALBEMARLE-CHARLOTTESVILLE COMMUNITY; AND <br /> <br /> WHEREAS, THE RESERVOIR IS SLFFERING EUTROPHICATION AND SILTATION WHICH <br />CAN DESTROY ITS VALUE AS A SOURCE OF WATER AS WELL AS PRODUCE UNPLEASANT ODORS <br />AND TASTES; AND <br /> <br /> WHEREAS, FEW REMEDIAL STEPS CAN BE TAKEN UNTIL MORE IS KNOWN ABOLFF T~E <br />STATE OF THE RESERVOIR AND ABOUT THE AMOUNT AND SOURCES OF THE NUTRIENTS AND <br />SILTATION COMING INTO THE RESERVOIR, AND ABOUT THE SOIL CHARACTERISTICS AROUND <br />THR RESERVOIR; <br /> <br /> BE IT RESOLVED THAT THE CHARLOTTESVILLE CITY COUNCIL STRONGLY REQLESTS <br />THAT THE VIRGINIA STATE WATER CONTROL BOARD AND THE ENVIRONMENTAL PROTECTION AGENCY <br />CAUSE SUCH INFORMATION TO BE GATHERED AND PRESENTED ALONG WITH ALTERNATIVES AND <br />SUGGESTIONS FOR REMEDIAL ACTION. <br /> <br /> BE IT FURTHER RESOLVED THAT THE REQUEST FOR A STUDY SHALL BE MADE JOINTLY <br />WITH THE COLNTY OF ALBEMARLE AND THE RIVANNA WATER AND SEWER AUTHORITY, WITH THE <br />GUIDANCE OF TkE THOMAS JEFFERSON PLANNING DISTRICT. <br /> <br /> ON MOTION BY MRS. RINEHART, SECONDED BY MR. FIFE, MR. VIRGIL H. MARSHALL, WAS <br />RATIFIED AS THE COUNTY'S MENBER TO THE JOINT AIRPORT BOARD TO REPLACE MR. T. M <br />BATCHELOR, BY UNANIMOUS VOTE. <br /> <br /> THE FOLLOWING REPORT WAS PRESENTED AND ON MOTION BY MRS. RINEHART, SECONDED BY <br />MR. FIFE THE RECOMMENDATIONS CONTAINED THEREIN WERE UNANIMOUSLY ADOPTED. <br /> <br />AUGUST 16, 1974 <br /> <br />REPORT RE: <br />DELINQUENT AND <br />ERRONEOUS TAXES <br /> <br />THE CITY COUNCIL <br />CITY OF CHARLOTTESVILLE <br />CHARLOTTESVILLE, VIRGINIA <br /> <br />GENTLEMEN: <br /> <br /> WE HAVE EXAMINED THE CITY TREASURER'S LIST OF 1972 DELINQUENT AND ERRONEOUS <br />TAXES, DATED SEPTEMBER 19, 1973, IN THE AMOUNTS OF $277,753.52 AND $24,692.3~ <br />RESPECTIVELY. <br /> <br /> THE ERRONEOUS TAXES ARE THE RESULT OF GOVERNMENTAL AGENCIES ACQUIRING PROPERTY <br />ON WHICH NO TAXES ARE ASSESSABLE, AND DUFN_ICATE ASSESSMENTS ON PERSONAL PROPERTY. <br /> <br /> WE RECOMMEND THAT THE LIST BE ACCEPTED, THAT THE ERRONEOUS TAXES BE CHARGED <br />OFF, AND THAT THE CITY TREASURER BE INSTRUCTED TO CONTINUE TO COLLECT THE DELINQUENT <br />TAXES. <br /> <br />RESPECTFULLY SUBMITTED, <br /> <br />~HARLE$ I. ROGER WILEY, CITY ATTORNEY PRESENTED A RECOMMENDATION THAT THE ELECTORAL <br />BOARD OFFICE IN CITY HALL BE DESIGNATED AS THE CENTRAL ABSENTEE VOTER ELECTION <br />DISTRICT FOR THE CITY PURSUANT TO SECTION 24.1-23~-! OF THE CODE OF VIRGINIA. <br />AFTER SOME,DISCUSSION, COUNCIL DECIDED IT WOULD BE INADVISABLE TO CHANGE ABSENTEE <br />VOTING PROCEDURES THIS CLOSE TO THE NOVEMBER ELECTION. HOWEVER, THEY WILL CONSIDER <br />SUCH A DISTRICT NEXT JANUARY AS CALLED FOR BY THE STATUTE. <br /> <br /> <br />
