BARBOUR, MR. <br /> FIFE, MR. GILLIAM, MRS. RINEHART AND MR. VAN YAHRES. NOES: NONE. <br /> <br /> THE RESOLUTION APPROPRIATING $4300 FOR THE RENOVATION OF THE DOWNTOWN <br /> <br /> ~dRMORY, WHICH WAS OFFERED AT THE MEETING OF THE COUNCIL ON SEPTEMBER 16, I974, <br /> WAS ADOPTED BY THE FOLLOWING RECORDED VOTE. AYES: MR. BARBOUR, MR. FIFE, <br /> MR. GILLIAN, MRS. RINEHART AND MR. VAN YAHRES. NOES: NONE. <br /> <br /> MR. EUGENE GERMAN, PRESENTED A PROPOSAL FOR LAND ACQUISITION AND DEVELOPMENT <br /> OF A PARK IN THE NORTHEAST AREA OF THE CITY. HE STATED THAT $25,000 WAS NEEDED <br /> FOR THE LAND ACQUISITION AND ANOTHER $25,000 FOR DEVELOPMENT AND REQUESTED AN <br /> APPROPRIATION FOR THIS AMOUNT. A MOTION BY MR. FIFE, SECONDED BY MR. GILLIAM <br /> THAT THE CITY ACQUIRE THE LAND, BUT DELAY DEVELOPMENT, WAS UNANIMOUSLY ADOPTED. <br /> ON MOTION BY MR.FIFE, SECONDED BY MR. GILLIAM THE FOLLOWING RESOLUTION WAS <br /> OFFERED AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION. <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE THAT <br /> $27,000 BE AND THE SAME IS HEREBY APPROPRIATED FOR LAND ACQUISITION AND <br /> SURVEY FOR A NORTHEAST PARK. <br /> <br /> ON MOTION BY MRS. RINEHART, SECONDED BY MR. VAN YAHRES THE CITY MANAGER WAS <br /> AUTHORIZED AND INSTRUCTED TO OFFER $24,000 TO THE R. BRUCE DAVIS ESTATE FOR <br /> <br /> THIS LAND AND IF THE OFFER IS REJECTED THE CITY ATTORNEY BE AUTHORIZED TO <br /> <br /> ACQUIRE THE PROPERTY BY EMINENT DOMAIN PROCEDINGS. <br /> MR. GuY AGNOR, DIRECTOR OF PUBLIC WORKS, ADDRESSED THE COUNCIL AND <br /> <br /> PRESENTED THE PROPOSED SEWAGE DRAINAGE SYSTEM STUDY. HE STATED THAT THE STUDY AREA <br /> <br /> WILL INCLUDE ALL LAND WITHIN THE CITY LIMITS AND THAT LAND OUTSIDE THE CITY WHICH <br /> <br /> CONTRIBUTES TO THE FLOWS WITHIN THE CITY. HE STATED THAT THE STUDY WILL CONSIST <br /> <br /> OF THREE PHASES AS FOLLOWS: I. PREPARATION OF AN INVENTORY OF EXISTING <br /> <br /> FACILITIES; 2. ~N ANALYSIS OF EXISTING AND FUTURE LAND USED WITH RESEARCH ON <br /> RAINFALL AND FLOOD DATA; AND 3. PRELIMINARY DESIGN FOR A COMPLETE AND ADEQUATE <br /> STORM DRAINAGE SYSTEM. HE RECOMMENDED THAT AUTHORIZATION BE GIVEN TO SELECT <br /> <br /> A LOCAL ENGINEERING FIRM AND TO NEGOTIATE A CONTRACT LIMITING THE STUDY TO A <br /> <br /> BUDGET OF $85,000. A MOTION BY MR. FIFE, SECONDED BY MR. VAN YAHRES THAT THIS <br /> MATTER BE'POSTPONED UNTIL AFTER DISCUSSION OF THE CAPITAL BUDGET WAS DEFEATED <br /> <br /> BY THE FOLLOWING RECORDED VOTE. AYES: MR. FIFE AND MR. VAN YAHRES. NOES: <br /> MR. BARBOUR, MR. GILLIAM, AND MRS. RINEHART. ON MOTION BY MR. GILLIAM, SECONDED <br /> <br /> BY MR. FIFE THAT THIS MATTER BE PUT ON THE AGENDA FOR DISCUSSION AT TPE OCTOBER <br /> 2i, 1974 MEETING WAS UNANIMOUSLY ADOPTED. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE DIRECTOR OF TRAFFIC ENGINEERING <br /> <br />RECOMMENDING THAT TIE CITY PARTICIPATE WITH THE UNIVERSITY IN SOLVING THE <br />TRAFFIC PROBLEM AT MEMORIAL GYMANSIUM. THE ESTIMATED COST OF REMOVING THE <br /> <br />STEPS AND INSTALLING RAMPS IS $44,000. HE RECOMMENDED THAT THE CITY PARTICIPATE <br /> <br />TO THE EXTENT OF $22,000 OF WHICH $I7,750 IS AVAILABLE IN THE TRAFFIC IMPROVEMENTS <br />BUDGET. ON MOTION BY MR. FIFE, SECONDED BY MR.
