I LOAN AND <br />~ANT CONTRACT WITH THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR <br />THE UNDERTAKING OF, AND FOR MAKING AVAILABLE ADDITIONAL FINANCIAL ASSISTANCE <br />FOR THE PROJECT; AND <br /> <br /> WHEREAS, THE LOCAL ,PUBLIC AGENCY PROF~]SES TO ENTER INTO AN AMENDMENT <br />he). II LOAN AND GRANT CONTRACT WITH THE DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT FOR ADDITIONAL FINANCIAL ASSISTANCE IN ORDER TO COMPLETE THE <br />PROJECT; AND <br /> <br /> WHEREAS, THE ~VERNING BODY, IS COGNIZANT OF THE CONDITIONS THAT <br />ARE IMPOSED IN THE UNDERTAKING AND CARRYING OUT OF REDEVELOPMENT PROJECTS <br />WITH FEDERAL FINANCIAL ASSISTANCE UNDER TITIF I, INCLUDING THOSE <br />PROHIBITING DISCRIMINATION BECAUSE OF RACE, COLOR, RELIGIONS, SEX DR <br />NATIONAL ORIGIN. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />CHARLOTTESVILLE AS FOLLOWS: <br /> <br /> 1. THAT THE COUNCIL OF THE CITY OF CHARLOTTESVILLE, VIRGINIA <br />REAFFIRMS RESOLUTION ADOPTED OCTOBER 6, 1969 ENTITLED ''RESOLUTION OF THE <br />COUNCIL OF THE CITY OF CHARLOTTESVILLE APPROVING THE REDEVEI-OPMENT PLAN <br />AND THE FEASIBILITY OF RELOCATION OF PROJECT NO. VA. R-44 '' <br /> <br /> 2. THAT IT IS HEREBY FOUND AND DETERMINED THAT THE FEDERAL <br />FINANCIAL ASSISTANCE PROVIDED PURSUANT TO SAID CONTRACT AND PERTAINING <br />TO THE PROJECT WAS NECESSARY TO ENABLE THE PROJECT TO THE UNDERTAKEN <br />IN ACCORDANCE WITH THE REDEVELOPMENT PLAN. <br /> <br /> THAT ADDITIONAL FINANCIAL ASSISTANCE UNDER TPE PROVISIONS OF <br />TITLE I OF THE HOUSING ACT OF 1949, AS AMENDED, IS NECESSARY TO ENABLE <br />THE LAND ACQUISITION AND SITE IMPROVEMENTS IN GARRETT SllREET PROJECT <br />VA. R-44 TO BE COMPLETED IN ACCORDANCE WITH THE REDEVELOPMENT PLAN <br />FOR THE PROJECT AREA AND, ACCORDINGLY, THE FILING BY THE LOCAL PLAN <br />AGENCY OF AN AMENDMENT NO; II APPLICATION FOR LOAN AND GRANT FOR SUCH <br />FINANCIAL ASSISTANCE UNDER TITLE I IS HEREBY APPROVED. <br /> <br />ON MOTION BY MRs. RINEHART, SECONDED BY MR. FIFE, THE MAYOR WAS AUTHORIZED <br /> <br />TO EXECUTE, ON BEHALF OF THE CITY, AMENDATORY COOPERATION AGREEMENT No. ~ <br /> <br />GARRETT S~IREET PROJECT, VA. R-44. <br /> <br />ON MOTION BY MRS. RINEHART, MRS. ETHEL J. HENDERSON, WAS APPOINTED TO THE <br /> <br />HOUSING BOARD OF ADJUSTMENTS AND /~¢FEALS. <br /> <br />ON MOTION BY MRS~ RINEHART, MRS. IRIS SHAW, WAS APPOINTED TO THE COURT <br /> <br />SERVICE ADVISORY COMMISSION. <br /> <br />ON MOTION BY MR. FIFE, THE FOLLOWING WERE APPOINTED AS THE CITY"S <br /> <br />REPRESENTATIVES TO THE ENERGY RESOURCE RECOVERY COMMITTEE, MRS. DIMMOCK <br /> <br />BUXTON, C. E. ANDERSON AND LAWRENCE BRUNTON. <br /> <br />(]N MOTION BY MR. GILLIAM, MR. WILLIAM MITCHELL, WAS APPOINTED TO THE <br /> <br />MEDICAL ADVISORY BOARD, REGION X PLANNING DISTRICT. <br /> <br />THE VIRGINIA MUNICIPAL LEAGUE 1975 LEGISLATIVE PROGRAM WAS DISCUSSED. ON <br /> <br />MOTION BY MR. GILLIAM, SECONDED BY MRS. RINEHART IT WAS UNANIMOUSLY RESOLVED <br /> <br />THAT THE COUNCIL ENDORSE THIS PROGRAM, WITH THE EXCEPTION OF ITEMS TWELVE AND <br /> <br />THIRTEEN. <br /> <br />ON MOTION BY MR. GILLIAM, SECONDED BY MR. FIFE, THE FOLLOWING RESOLUTION <br /> <br />WAS UNANIMOUSLY ADOPTED: <br /> <br /> WHEREAS, EXISTING STATE STATUTES AND REGULATIONS SEVERLY RESTRICT <br />THE USE OF PUBLICLY OWNED SCHOOL BUSSES FOR NON-SCHOOL RELATED PURPOSES; AND <br /> <br /> WHEREAS, THESE SCHOOL BUSSES ARE A VALUABLE COMMUNITY ASSET, WHICH <br />COULD BE USED FOR MANY OTHER LEGITIMATE PUBLIC PURPOSES AT TIMES WHEN THEY <br />ARE NOT NEEDED FOR SCHOOL USE; AND <br /> <br /> WHEREAS, A RELAXATION OF THESE UNNECESSARILY RESTRICTIVE PROVISIONS <br />WOULD ENABLE LOCAL GOVERNMENTS TO TAKE FULLER ADVANTAGE OF THIS UNDER- <br />UTILIZED RESOURCE, AND WOULD CONTRIBUTE TO MORE EFFECTIVE PLANNING OF <br />BALANCED AND EFFICIENT TRANSPORTATION SYSTEMS; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />CHARLOTTESVILLE THAT THE GENERAL ASSEMBLY OF VIRGINIA BE ENCOURAGED TO ADOPT <br />LEGISLATION WHICH WOULD ALLOW THE USE OF SCHOOL BUSSES FOR OTHER PUBLIC <br />TRANSPORTATION NEEDS AT SUCH TIMES AND FOR SUCH PURPOSES AS WOULD BE <br />COMPATIBLE WITH THEIR USE FOR SCHOOL TRANSPORTATION NEEDS; AND <br /> <br /> BE IT FURTHER RESOLVED THAT COPIES OF THIS RESOLUTION BE SENT TO <br />THE MEMBERS OF THE GENERAL ASSEMBLY REPRESENTING CHARLO]-FESVILLE WITH THE <br />REQLEST TI-tAT THEY SUPPORT SUCH LEGISLATION. <br /> <br />ON MOTION BY MR.
