WILLIAMS, GEORGE GILLIAM AND MRS. <br /> <br />JANE FOSTER, HERETOFORE MADE BY THE MAYOR TO THE WELFARE ADVISORY BOARD FOR TERMS <br /> <br />REQUEST RE: DOGWOOD <br />FESTIVAL <br /> <br />EXPIRING JULY 1, 1975, WERE RATIFIED. <br /> <br /> THE REQUEST OF THE DOGWOOD FESTIVAL WAS AGAIN CONSIDERED. THE CITY MANAGER <br /> <br />RECOMMENDED: (1) THAT THE CITY NOT SPONSOR A FLOAT IN THE PARADE, BUT FURNISH <br />ONE OF THE TROPHIES FOR THE TRACK MEET. (2) NOT TO ALLOW AN INSERT IN THE CITY'S <br /> <br />GENERAL MAILING. (3) TO' PROVIDE POLICE ESCORT WITHIN THE CITY FOR THE DOGWOOD <br />FESTIVAL CARAVAN. (4) DESIGNATE TIE DEPUTY CITY MANAGER AS ~HE PERSON TO CONTACT <br />REGARDING QUESTIONS THAT MIGHT ARISE. (5) INSTALL THE DOGWOOD FESTIVAL BANNERS, <br /> <br />STAFF REPORT: <br />GREATER CITIZEN <br />PARTICIPATION ON <br />BOARDS & COMMISSIONS <br /> <br />IF IT CAN BE DONE IN A HALF A DAY. (6) PROVIDE ONE POLICEMAN AT RIDES WHEN <br />OPERATING AT MCINTIRE PARK. ON MOTION BY MR. VAN YAHRES, SECONDED BY MR. FIFE THE <br />CITY MANAGER'S RECOMMENDATIONS WERE APPROVED. <br /> <br /> MR. JERRY MILLER, DIRECTOR OF COMMUNITY DEVELOPMENT, PRESENTED A REPORT <br /> <br />OUTLINING RECOMMENDATIONS FOR GREATER CITIZEN PARTICIPATION ON BOARDS AND <br /> <br />COMMISSIONS APPOINTED BY THE CITY. COUNCIL. HE RECOMMENDED THAT: (i) A DIRECTORY <br /> <br />OF BOARDS AND COMMISSIONS BE DEVELOPED AND PRINTED BY THE DEPARTMENT OF RESEARCH <br /> <br />STAFF REPORT: ANALYSIS <br />DF THE WATER AND SEWER <br />FUNDS <br /> <br />AND INFORMATION. (2) THAT THE DIRECTORY LIST THE MEMBERS AND DUTIES OF EACH <br />BOARD INCLUDING THE DATE APPOINTED AND EXPIRATION. (3) THAT APPROXIMATELY <br />2,000 COPIES BE PRINTED AND MAILED TO VARIOUS GROUPS IN THE CITY, TOGETHER WITH <br />A LETTER FROM THE MAYOR. (4) THAT THE MATERIAL BE LEFT WITH EACH ORGANIZATION <br />WITH WHOM A SPEAKER FROM THE SPEAKER BUREAU SPOKE. (5) CONTACT SHDULD BE MADE <br />WITH ORGANIZATIONS TO ATTRACT ADDITIONAL MEMBERS OF THE MINORITY GROUPS. THE <br />REPORT WAS RECEIVED WITH THANMSTO MR. MILLER AND COUNCIL AGREED TD DISCUSS IT AT <br />A WORK SESSION. ON MOTION BY MR. VAN YAHRES, SECONDED BY MRS. RINEHART ITEMS <br />ONE AND TWO WERE APPROVED. <br /> <br /> MR. GUY AGNOR, DIRECTOR OF PUBLIC WORKS, PRESENTED AN ANALYSIS OF THE <br /> <br /> WATER AND SEWER FUNDS AS OF DECEMBER 31, 1974. HE STATED THAT HE DID NOT <br /> CONSIDER THE PROdECTED FUND BALANCE EXCESSIVE FOR THE SIZE OF THE OPERATION IT <br /> SUPPORTS AND RECOMMENDED THAT THE CURRENT WATER RATES AND SEWER RATES' BE RETAINED <br /> <br />APPROPRIATION RE: <br />$23,334 - BICENTENNIAL <br />INFORMATION CENTER <br /> <br />AS STABLE RATES FOR AS LONG A PERIOD AS POSSIBLE. <br /> THE RESOLUTION APPROPRIATING $23,334 FOR THE BICENTENNIAL INFORMATION CENTER, <br />WHICH WAS OFFERED AT THE MEETING DF THE COUNCIL ON FEBRUARY 18, I975, WAS <br />ADOPTED BY THE FOLLOWING RECORDED VOTE. AYES: MR.BARBOUR, MR. FIFE, MR. GILLIAM, <br /> <br />Co~vllSSION REPORT: <br />RETIREMENT FUND <br />COMMISSION <br /> <br />RESOLUTION RE: LOCAL <br />GOVERNMENT ATTORNEYS <br />OF VIRGINIA <br /> <br />MRS. RINEHART AND MR. RINEHART THE FOLLOWING RESOLUTION <br /> <br />WAS UNANIfci3USLY ADOPTED. <br /> <br /> WHEREAS, THE COUNCIL RECOGNIZES THE BENEFITS TO BE DERIVED FROM <br />PARTICIPATION IN AN ORGANIZATION DEVOTED TO THE EXCHANGE OF INFORMATION RELATING <br />TO LEGAL PROBLEMS FACING VIRGINIA'S LOCAL GOVERNMENTS; <br /> NOW, THEREFORE, BE IT RESOLVEB BY THE COUNCIL OF THE CITY OF <br />CHARLOTTESVILLE, THAT THE CITY JOIN THE ASSOCIATION KNOWN AS THE LOC. A/_ GOVERNMENT <br />ATTORNEYS OF VIRGINIA; AND <br /> <br /> BE IT FURTHER RESOLVED THAT TIE CITY ATTORNEY, OR HIS DESIGNEE, BE FLLLY <br />AUTHORIZED TO REPRESENT THE CITY IN ALL ACTIVITIES AND DELIBERATIONS OF THE <br />ASSOCIATION. <br /> <br /> <br />
