REQUEST RE: <br />$3,000 - HONOR COURT <br />COUNSELOR <br /> <br />APPROPRIATION THE CITY MANAGER PRESENTED A REQUEST FROM JUDGE D, B,. MARSHALL <br />FOR AN APPROPRIATION OF $3,000 TO PROVIDE THE SALARY FOR A PART TIME <br />COUNSELOR TO KEEP RECORDS ON THE PARTICIPANTS IN THE HONOR COURT. <br /> ON MOTION BY MR. GILLIAM, SECONDED BY MR. VAN YAHRES THE FOLLOWING <br /> RESOLUTION WAS OFFERED AND CARRIED OVER TO THE NEXT MEETING FOR <br /> <br />CONSIDERATION. <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />THAT $3,000 BE AND THE SAME IS HEREBY APPROPRIATED FROM THE GENERAL <br />FUND FOR THE HONOR COURT COUNSELOR <br />MR. FiFE SUGGESTED THE USE OF VOLUNTEER WORKERS WHERE POSSIBLE IN <br />VIEW OF THE TIGHT BUDGET. A SUBSTITUTE MOTION BY MRS. RINEHART, <br />TO DEFER ACTION UNTIL AN ESTIMATE COULD BE PREPARED OF THE TOTAL <br />AMOUNT OF EXPECTED SUPPLEMENT REQUESTS FOR THE YEAR, FAILED TO <br /> <br />RESOLUTION RE: JEFFERSON <br />CABLE CORPORATION <br /> <br />STREET SYSTEM: <br />ACCEPTANCE - CEDARS <br />COURT <br /> <br />CONSIDERATION RE: <br />RESOLUTIONS - <br />FLOOD PLAIN INSURANCE <br /> <br />CARRY FOR LACK OF A SECOND. <br /> ON MOTION BY MR. GILLIAM, SECONDED BY MR. FIFE THE FOLLOWING <br /> <br />RESOLUTION WAS UNANIMOUSLY ADOPTED. <br /> RESOLVED, BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />THAT PURSUANT TO THE MEMORANDUM OF AGREEMENT DATED MARCH 26, I974, <br />BETWEEN THE CITY OF CHARLOTTESVILLE, VIRGINIA, AND JEFFERSON <br />CABLE CORPORATION, COUNCIL HEREBY CONSENTS TO THE SALE OF JEFFERSON <br />CABLE CORPORATION TO MANSFIELD JOURNAL COMPANY, PURSUANT TO <br />PARAGRAPH 86 OF SAID AGREEMENT, AND DOES FURTHER WAIVE ITS RIGHT OF <br />FIRST REFUSAL FOR THE PURCHASE OF SUCH COMPANY PURSUANT TO PARAGRAPH <br />8D OF SAID AGREEMENT; PROVIDED, HOWEVER, THAT THE COUNCIL HEREBY <br />RESERVES ITS RIGHT OF FIRST REFUSAL UNDER SAID PARAGRAPH 8D IN THE <br /> EVENT OF FURTHER TRANSFERS OF OWNERSHIP OR CONTROL OF JEFFERSON CABLE' <br /> CORPORATION; AND PROVIDED FURTHER THAT THE SALE TO MANSFIELD JOURNAL <br /> COMPANY SHALL BE COMPLETED WITHIN SIXTY DAYS OF THE ADOPTION OF THIS <br /> RESO_UTION UPON SUBSTANTIALLY THE SAME TERMS AS THOSE HERETOFORE <br /> DESCRIBED BY THE PARTIES OF THIS COUNCIL. <br /> THE CITY MANAGER PRESENTED A RECOMMENDATION FROM THE PUBLIC <br /> <br /> WORKS DEPARTMENT THAT CEDARS COURT BE ACCEPTED INTO THE CITY <br /> <br /> STREET MAINTENANCE SYSTEM. ON MOTION BY MRS. RINEHART, SECONDED <br /> <br /> BY MR. GILLIAM THE FOREGOING RECOMMENDATION WAS ADOPTED BY THE <br /> <br /> FOLLOWING RECORDED VOTE. AYES: MR. BARBOUR, MR. FIFE, MR. GILLIAM, <br /> <br /> MRS. RINEHART AND MR. VAN YAHRES. NOES: NONE. <br /> <br /> THE CITY MANAGER PRESENTED A PROPOSED RESOLUTION EXPRESSING <br /> THE LEGISLATIVE INTENT OF THE COUNCIL TO QUALIFY THE CITY FOR THE <br /> FEDERAL FLOOD INSURANCE PROGRAM AND DESIGNATING THE SUPERINTENDENT <br /> OF INSPECTIONS AS THE PROPER AUTHORITY TO ASSIST IN SUCH PROGRAM. <br /> AFTER SOME DISCUSSION, A MOTION WAS MADE BY MR. GILLIAM, SECONDED <br /> BY MRS.
