3 <br /> Mr. Lynch clarified that the transit center design has not been finalized and is <br />subject to further discussion by the public and Council, and he encouraged those <br />interested to become involved in futu re meetings. <br /> <br /> Mr. Cox said that the transit center represents a larger vision for how transit is <br />handled in the future. Mr. Cox said the hope is to also have a transit center in the western <br />part of the City and other hubs throughout the City. <br /> <br />REPORT <br />: S OUTHERN URBAN AREA "B" STUDY <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Planning, explained that <br />as part of the Three Party Agreement, the City, County, and University entered into <br />in1986, there were several planning studies completed for area s near the University. The <br />Southern Urban Area was studied and land use decisions were made based on that study. <br />The PACC Technical Committee recognized that this study was out of date and has <br />recommended to PACC that a new Area "B" Study be prepared fo r this area. PACC has <br />reviewed and concurred with that recommendation, and the Board of Supervisors has <br />authorized payment of one - third of the cost of the study. Mr. Tolbert said that the area <br />originally studied has been expanded, and land use patterns a nd what is appropriate <br />development will be studied, as well as transportation needs and demographics. Mr. <br />Tolbert said that the City's share will be between $25,000 and $30,000. <br /> <br /> Ms. Richards asked if plans exist to develop the Sterling and Collegiate <br />pr operties, and Mr. Tolbert said yes, and noted that they are allowed by right. <br /> <br /> Ms. Richards said she agrees about the urgency to do this study because of the <br />impact these developments will have on the City. Ms. Richards said she thinks the RFP <br />needs to i nclude a broader study of the projected increase in University enrollment and <br />where are alternative locations for student housing. <br /> <br /> Mr. Caravati asked if the County has shown any indication that they will back off <br />on allowing development of properties in that area if infrastructure is not there. <br /> <br /> Mr. Tolbert said there is a willingness on the County staff's part to move the study <br />forward and to look at solutions jointly. <br /> <br /> Mr. Lynch asked how the study could be accelerated because the potential <br />developmen ts are very serious situations for the City. Mr. Lynch said he would like to <br />see a very aggressive schedule for the study and milestones for action. Mr. Lynch asked <br />if it would be possible to expand the boundary of the study to include the southern <br />parkw ay. <br /> <br /> Mr. Tolbert said expanding the study area will increase the cost. Mr. Tolbert said <br />that the transportation component of the study will include a broader area. Mr. Tolbert <br />said the intent is to look at the University's projected enrollment and where these students <br />may live. <br /> <br /> Mr. Cox said that student rental housing dos not have to happen in this area, and <br />said they could be dense pedestrian communities. Mr. Cox said he would like to know <br />what is the appropriate use for the properties. Mr. Cox said he would like language <br />included that any proposals have to be to the mutual benefit of the City and County. Mr. <br />Cox asked how this will come back to Council. <br /> <br /> Mr. Tolbert said that no further Council action is proposed until recommendations <br />are made. H e said that the report will be made to the PACC Technical Committee. Mr. <br />Tolbert said that the study will be funded out of the City's capital improvement program. <br /> <br /> Mr. Schilling asked if the properties in the area have access to Charlottesville <br />Transit s ervice. <br /> <br />
